Research On The Development Of Charity Supermarket In He Ping District Of Shenyang City From The Perspective Of Cooperative Governance

Charitable activities have a long history in our country,as an important carrier of helping the poor,and charitable activities have had an indelible influence in the historical process of our country.Along with the tide of reform and opening up and the establishment of market economic system,China's economic and social development has been rapid.However,at the same time of rapid economic development,the gap between urban and rural areas is gradually widening,the basic material life of difficult groups is not satisfied,the basic rights and interests can not be effectively guaranteed and other social problems are frequent.Therefore,how to give special care to vulnerable groups with the help of philanthropy and develop philanthropy with Chinese characteristics has become a major issue of the times before the government.On May 18,2003,the first charity supermarket in China was born in Shanghai.In the following years,under the guidance of national policy and the guarantee of national laws and regulations,many cities in China have established charitable supermarkets in line with the actual development of the city itself,and the development of charitable supermarkets presents a thriving image,playing an irreplaceable role in China's economy,society,culture and other fields.As an innovative mode of social assistance,charity supermarket,as an innovative mode of social assistance,is an important measure to guarantee the minimum living limit of the needy people and improve the basic living standard of the difficult masses;It is an important supplement to promote employment and promote economic development;It is an important means to stabilize social life and build a harmonious society.At the same time,the construction and development of charitable supermarkets is also an important support for the national precision poverty alleviation strategy,and a powerful response to the modernization of the National governance system and governance capacity.Although the development of charity supermarkets has received universal attention from all walks of life,it is generally facing a crisis of survival.How to resolve the business crisis of charity supermarkets and realize themodernization of the governance of charity supermarkets has become the unshirkable responsibility of the government.Based on the investigation and research on the present situation of charity supermarket development in Shenyang zone,it is found that the lack of guarantee of charity system,the lack of part of charity function,the blurring of charity role and the non-standard of charity operation are the four major problems that charity supermarkets face.Therefore,from the perspective of the modernization of social governance,this paper takes John · D.Donahue and Richard · J.Zeckhauze based on the theory of cooperative governance,this paper analyzes the reasons for the development dilemma of charity supermarket in Shenyang zone from three aspects,such as the sharing of discretion,cooperation incentive and supervision,and the concept of cooperation cycle,and puts forward a perfect system supply for the development of charity supermarket in Shenyang Zone through interview method and literature analysis method,and creates a harmonious cooperative environment,The implementation of market-oriented operation model,to create a diversity of cooperation platform,clear responsibility sharing,the construction of efficient and coordinated cooperation ties,strengthen cultural construction,cultivate a decent atmosphere of cooperation and other feasible suggestions.
