Research On Information Disclosure Of C Township Government In Beipiao From The Perspective Of New Service Theory

In the process of promoting information disclosure,the township government as the grass-roots government plays a vital role.On the one hand,the township government is the last mile implementer of the policy implementation,and implements the principles and policies of the central,provincial and municipal governments at all levels.On the other hand,the township government is the most direct government organ close to the people's lives.It should be responsible for formulating some policies that directly affect the people's lives,and specifically and directly manage the administrative affairs in the areas under the jurisdiction of each township.Therefore,the work of grassroots township government information disclosure is good or bad,will most directly affect the people's sense of access.Beipiao located in the northeast of Chaoyang,western Liaoning Province,covers an area of 4469 square kilometers,with a total population of 600,000,including 200,000 urban population and 400,000 township population.Township C is located in the southeast of Beipiao.It is an agricultural township mainly planting.Its administrative area is 179.5 square kilometers.Its permanent population is 10526.There are seven administrative villages and 87 administrative groups under the jurisdiction of the township.The main research object of this paper is C township of Beipiao.The research methods are questionnaire survey and literature analysis.The full paper is divided into five parts.The first part,introduction,mainly introduces the research background,significance,current situation and research methods of township government information disclosure;the second part defines and elaborates the concepts and theories involved in this paper;The third part summarizes the current situation and existing problems of C township government information disclosure according to the investigation;the fourth part,under the guidance of the new public service theory,carries on the reason analysis to the problems existing in C township government information disclosure;the fifth part studies the problems existing in C township government information disclosure,and puts forward the corresponding countermeasures and suggestions,with a view to providing practical reference for C township government information disclosure.As far as the current situation is concerned,the problems of C township government's information disclosure including: lagging of information publicity updating;low satisfaction of the public;irregular information publicity procedures;insufficient participation in information publicity.Under the guidance of the new public theory,the main reasons for the above problems are that the information disclosure of township government attaches too much importance to management and neglects service;the information disclosure of township government neglects the goal of public interest;the information disclosure of township government has not yet established the responsibility and supervision mechanism;and the democratic consciousness of information disclosure of township government is insufficient.To improve the information disclosure of township government,we need to start from the following aspects: the transformation from information disclosure of township government to public service;the improvement of the quality of information disclosure of township government with the goal of public interest;the enhancement of responsibility consciousness,the improvement of information disclosure mechanism;and the enhancement of interaction with citizens in the process of information disclosure.
