This topic focuses on the issue of old-age security for laid-off and unemployed people in state-owned enterprises.Since the 1990s,along with the restructuring and transformation of state-owned enterprises,a large number of laid-off and unemployed people have emerged,which has aroused widespread concern in social and academic research.Most people of this group are between 40 and 50 years old.Therefore,it is also called the "4050" group.In the context of the transformation of state-owned enterprises at the time,researchers focused on the training,employment,and stability issues they faced in the past.However,there is lack of sufficient attention to their pension issues.Today,when the "4050" group have already become senior citizens and left the labor market,many of them are suffering with hard life and lack of social security.Therefore,how to build a better social security system for them and how to solve their pension problems are very urgent.Unluckily,they are neglected and forgotten as "aphasia class" due to less concern in both academic research and social security policies.Taking Behai City as an example,focusing on the laid-off and unemployed people of state-owned enterprises especially the impoverished group,this topic analyzed why they are forgotten from present social security from the aspects of institutional transformation and individual ability.On this basis,this topic also puts forward suggestions for the solution of their pension problem and Reflection on the safeguards system.On the theoretical level,this paper integrates the North American paradigm and the European research paradigm in the perspective of life history,and analyzes the causes of the old-age predicament of laid-off unemployed groups in Beihai City from the perspectives of risk sources and national risk management strategies.At the method level,this paper analyzes the dynamic shaping and evolution process of the old age dilemmas through many visits to expand personal biographies into group biographies and trace their life circle and living conditions.
