Problem Reflections And Path Selections On The Construction Of Integrity Culture In Prisons In The New Era

Since the 18 th National Congress,China has launched a new era of anti-corruption and anti-corruption.The anti-corruption work has been overwhelmingly victorious in the fight against corruption,and the situation is still severe and complicated.The goal of “dare not corrupt” has been initially completed.How to realize “cannot corrupt” and “be unwilling to corrupt” still needs to be discussed in depth.Strengthening the construction of a clean and honest culture has become the top priority in preventing corruption.This paper selects the construction of the integrity culture of the prison system.Taking the H prison in Guangzhou as an example,based on the theory of public management,through a variety of research methods,comprehensively understand the situation of the construction of the integrity culture of the H prison in Guangzhou,and reflect on the construction of the integrity culture of the prison system.The problems and reasons provide a path for the construction of a clean and honest culture in the prison system in the new era.The prison is the main enforcement organ of the state's criminal law.It bears the heavy responsibility of punishing and educating prisoners,and has extensive administrative enforcement power and partial criminal judicial power.Although the supervision regulations and law enforcement procedures of the Chinese prison system have been completed,the anti-corruption struggle situation in the prison system is severe,and corruption cases within the national prisons are still high.Therefore,in addition to grasping "institutional anti-corruption",another important aspect is to grasp the construction of a clean and honest culture.As a kind of "soft constraint",the prison integrity culture plays a binding role in guiding the behavior of civil servants.According to the data of the Work Report of the Supreme People's Procuratorate,between 2013 and 2017,a total of 118,000 persons in the prison system have been illegally sentenced to commutation,parole or temporary execution outside prison.Among the 2,244 criminals who violated the law and were transferred to other places,awarded bonus points and reduced sentences,and faked identification of illness,121 of them were cadres at or above the department and bureau level.The “high wall corruption” derived from these prison systems has become the scar of judicial fairness and justice,causing public suspicion of judicial justice and causing bad social influence.Based on the theory of administrative ethics,the theory of clean government construction and the theory of cultural construction,this paper uses literature analysis,questionnaire survey,field visits and interviews to clarify the connotation and related concepts of prison integrity culture,and comprehensively understand the construction of clean government culture in Guangzhou H prison.It is found that in H prison,there are problems including the lack of the awareness of the ideological understanding,the incompleteness of the system,the relatively simple form of clean government culture activities,and the lack of a strong atmosphere of clean government culture construction.This paper reflects on the existing problems based on practical experience,and finally puts forward four countermeasures and suggestions for the construction of clean government culture in the prison system in the new period: Firstly,improve the ideological understanding and organization leadership of the culture of clean government,and widely mobilize the enthusiasm of the grassroots police officers;secondly,establish and improve the system and mechanism for the construction of prison integrity culture,and improve prison integrity,cultural construction reward and punishment evaluation mechanism;thirdly,strengthen the innovation of clean government education and improve the long-term mechanism of anti-corruption education,and organically integrate the construction of prison integrity culture with grassroots party construction and specific business;finally,use the integrity education base to strengthen the function of prison supervision demonstration and training.
