A Study On The Implementation Problems And Countermeasures Of "the River Chief Mechanism" In N City

A newborn system by the local government of Wuxi City-the River Chief System has got much praise and expectation,with its obvious characteristics of creativity and effectiveness.However,because the River Chief System is newly created,it has not been tested and examined by theories and practice,the River Chief System is also given lots of criticism and doubts,such as “short-term effect”,“dynamic management”,and “passive coping”.After ten years of hard exploration and practice,in December,2016 the Party Central Committee decided to fully implement this system on the basis of the successful experience of all levels in China.What is “River Chief System”? How is the operational pattern? Is it practical currently? How to reform it for its defects?On the basis of explaining the terms of the River Chief System,Polycentric Governance and other related terms and theories,The paper uses City N's River Chief System as the experimental target and much more detailed practical aspects to explain it more extensively.By referring to related materials and investigations,the effects of the system have been fully acknowledged in City N,meanwhile many problems,including the weak operating bases,biased government behavior,lower participation of the public exist in its implementation.The reasons for these problems related to the lagging Legalization Construction,incomplete operational organisms,the public's weak awareness is also analyzed.Then,the successful countries all over the world and regions in China which dealt with problems on rivers or lakes are also employed as models to be analyzed in order to optimize the River Chief System in City N.Last but not the least,from the perspective of modern management,the development and reform routes of the system are put forward: strengthen the legalization construction,solid operational bases,perfect valuation and accountability mechanism,and build long-term operational organism.This thesis is expected to offer useful reference and lessons to Sichuan Province or even the whole country and achieve the aim of enriching the theory and practice on the River Chief System.
