Since the reform and opening up in China,our higher vocational education has developed for 40 years.It has made remarkable achievements and cultivated a large number of high-skilled workers,which greatly promotes the development of economy and society.Still,many problems have been exposed in the process of development,such as the lack of double-qualified teachers,low social status for higher vocational students,low participation in enterprise,the gap between the social requirements and the quality and quantity of talent cultivation.They all impede the sustainable development of higher vocational education in China.Higher vocational education can't develop without the policy support and guidance.So it is important and necessary to understand the policy.What kind of route appears in the forty-year process of higher vocational education in China? Which factors drive the policy change or hinder the policy change? How to solve them?Based on the above questions,this study systematically explores the process of policy change of higher vocational education,and divides it to three stages: the starting of policy,the development of policy,and the improvement of policy.Reviewed the policy process,higher vocational education realizes the policy change in management system,school-running system and school-running principle.As a theory to analyze the public policy process,Advocacy Coalition Framework(ACF)is widely used in all kinds of policy areas in the world.Based on Advocacy Coalition Framework,the study first analyzes the motive force in the policy change of higher vocational education in China.We find there are three alliances(government,school and market)in the policy system.In order to realize their own policy claims,the alliances interact with each other around their beliefs.It is the external and internal motive power that push the policy change in higher vocational education.The external motive power effects the policy system through the relatively stable factors.The internal motive power pushes the policy change through the policy study and internal shock.Then,the study analyzes the barrier in policy change,mainly because of the restriction from relatively stable factors,the disturbance from external events,the lack of policybrokers and professional forums.At last,the study proposes the strategies to push the policy change in higher vocational education in China.Through the application in analyzing the policy change of our higher vocational education,the applicability of Advocacy Coalition Framework in our public policy is verified,which provides a new perspective to understand the public policy in China.
