Study On The Government Supervision Of The PPP Project Of Public Infrastructure Construction In Quanzhou

PPP is an innovative concept,path and model.PPP plays a decisive role in the modernization of national governance,the transformation of government functions,the construction of modern financial system and the healthy development of urbanization.It is also an important means of stabilizing local economic growth,promoting reform,adjusting structure,benefiting people's livelihood and preventing and controlling risks.With the development of industrialization and urbanization,the public demand for public goods and services is increasing,and the contradiction between public demand and government supply capacity is becoming increasingly prominent.In recent years,China has attached great importance to the development of PPP to encourage and guide social capital to participate in the construction of public facilities and utilities.Quanzhou has followed the pace of the times to promote PPP projects in public infrastructure construction as a key work,effectively solving the problems of inefficient public service management and shortage of financial funds,but there are still many problems in the investment,construction,operation and post-transfer supervision of PPP projects.These problems seriously affect the smooth realization of PPP project public welfare goals,how to effectively supervise has become an important issue to be studied in depth.The object of this paper is the government supervision of the PPP project of public infrastructure in Quanzhou.By using public interest theory,government regulation theory and principal-agent theory,this paper analyzes the supervision status of three PPP projects under construction in Quanzhou City,combs the current situation of government supervision of public infrastructure PPP projects in Quanzhou City,and points out that there is a lack of unified supervision institutions and projects in the existing supervision of PPP projects in Quanzhou City.The problems such as insufficient openness and transparency,unclear contract provisions,lax project control,inadequate project supervision ability,etc.are analyzed and the reasons for the inadequate supervision ability are analyzed.Subsequently,this paper combines the experience of the domestic and foreign government supervision of PPP mode,discusses the supervision responsibility of Quanzhou government in each stage of PPP project.At the initial stage of PPP project construction,the government should set up a special supervision institution,clarify the government's supervision means,strengthen the construction of supervision team,strictly supervise the bidding process and market access qualification.In the process of PPP project construction,the government should strengthen the supervision of PPP project contracts and strengthen the supervision of government credit.Actively explore the establishment of diversified supervision channels of PPP mode.In the late stage of PPP project construction,the government should focus on strengthening the supervision of PPP project quality,pricing mechanism and transfer evaluation mechanism.Through strengthening the supervision of different stages of PPP projects,further strengthen the construction of public infrastructure PPP projects in Quanzhou.
