The Study On Participatory Budget Mechanism In Minhang Disteict Of Shanghai

In 1980 s,participatory budget started in Brazil and was soon extended.Recent years have witnessed more and more experiments of the participatory budget reform all over China.In practice,this kind of budget plays a fairly positive role in the reform of the People's Congress System and government management,civil society development as well as the participation in the process of democracy,which can establish a new platform to promote the renovation of the local government management and the gradual reform in China.Naturally,there is a reasonable space for the development of the participatory budget.With Minhang District of Shanghai as the object of study,based on the Public Governance Theory and the Ladder of Citizen Participation Theory,this paper uses the methods of literature review,case study and induction to study the practical mechanism of the participatory budget and does a detailed analysis from the perspectives of the background,the participation mechanism,the implementation and the corresponding drawbacks.Meanwhile,this paper also makes a summary of six different implementation models both at home and abroad –including Porto Alegre(Brazil),Ulsan(South Korea),Wichita(America),Zeguo Town in Wenling(China),Huinan in Shanghai(China)and Yanjin in Yunnan(China),based on which this paper does an in-depth analysis on the participatory budget mechanism in Minhang District,identifies the problems in practice and suggests the reasonable improvements and perfections of measures.
