Design And Realization Of Law Enforcement Data Management Platform

China's legal system is increasingly improving,and the law enforcement environment is also increasingly becoming complex.During the law enforcement process,there will inevitably be differences between law enforcement officers and parties involved.Therefore,it is particularly important to obtain evidence for the law enforcement process,and there is the need for law enforcement officers to be equipped with law enforcement recorders to record the whole process of the incident.The use of law enforcement recorders will inevitably produce massive image,audio and video law enforcement data.To solve the problem of acquisition,storage,management and application of massive law enforcement data,so that it can be easily used whenever and wherever,is both critical for large-scale application of law enforcement recorders and the inevitable demand for the social development of law enforcement activities.Therefore,the development of a forward-looking high-performance law enforcement data integrated management platform with its function and performance meeting the demand has become a top priority and is in full swing.Based on the law enforcement process,this paper deeply analyzes the requirements of law enforcement data collection,storage,management and application of law enforcement recorders.Based on web technology and SOA-oriented,it proposes an overall scheme consisting of data acquisition subsystem,storage management subsystem and integrated information management subsystem.The scheme is compatible with the original system,easy to maintain,and easy to expand.The WinForm framework is used to develop the data acquisition subsystem in the application mode of the desktop system.The high-speed USB data parallel acquisition method is used to support the automatic acquisition of the recorded data of the law enforcement recorder and upload it to the storage device of the storage management subsystem.The ASP.NET framework,Oracle database and distributed storage technology are used to develop the storage subsystem which runs on the network storage in the WebService program mode to provide services for users.It supports deletion,backup,cut,play,and rename operations on files stored locally based on user requests,responds to file upload requests from the data acquisition subsystem,and builds index information for new files and sends them to the integrated management subsystem.The entire system includes five basic modules: police information management,law enforcement recorder information management,network storage information management,file index information management,and authority management.It provides three types of service including file retrieval,data statistics,and storage policy customization through web page interaction.The three communicate in the form of XML through the SOAP protocol to complete system data interaction.The law enforcement data management platform software is implemented using.NET technology.The acquisition subsystem is implemented using.NET client application components,the storage subsystem is implemented using.NET-based WebService,and the integrated management system is implemented based on ASP.NET network application components.After the on-line test run,the system is stable and reliable.It can perform the acquisition,storage and management of massive law enforcement data to provide users with a good data application and assessment data support.The system has achieved the expected goals.
