Study On Voluntary Failure Of Grassroots Public Welfare Organizations

Since the first year of voluntary service(2008),voluntary service has developed rapidly in China.Voluntary services in our country gradually standardized,organizational development background,the grassroots public welfare organization as an important part of social governance system and compensate for the important supplement content of government failure and market failure,in the process of development showed different degrees of localization,and at the same time have a certain characteristic of volunteer failures.Based on voluntary failure theory as the breakthrough point,this paper selected the Shaanxi zero two nine public service center as the case study of grassroots public welfare organization,combined with the actual situation in the process of its development,found that Shaanxi zero two nine center for public service in reality voluntary failure and voluntary failure theory reveals the content of the basic consistent,at the same time show the localization of the "Chinese characteristics" voluntary failure phenomenon,mainly displays in the activity funds inadequacy,project updates,limited autonomy,stability of the team is not strong enough and low level of credibility.Combined with the development environment of the organization,it is found that the main reasons for its volunteer failure are limited government financial support and social financing channels are not free,the professional environment is not sufficient,too much administrative color,regulatory formalization and volunteer spirit cultivation is not perfect.Based on this,this paper proposes the correction strategies for the voluntary failure of grassroots public welfare organizations from multiple levels inside and outside the organization.First,to promote the organization's transformation and upgrading,broaden financing channels;Secondly,improve the training system,improve the incentive mechanism;Third,the government and grassroots public welfare organizations to restructure the partnership,clear role and function;At the same time,we should strengthen internal and external supervision and advocate diversified governance.Finally,it is necessary to carry forward the volunteer spirit and create a volunteer service atmosphere through internal and external publicity.
