Organization Of Public Crisis Governance:Based On The Theoretical Framework Of Cooperation-oriented Organization

Since stepping into the 21 st century,our society has been constantly challenged by frequent risks,disasters and crises for its maximum tolerance and adaptability.Successive emergency incidents and frequent public crises have forced the world to pay more attention to the corresponding governance,which has convinced national governments of its importance to their countries' existence and development and has become a hot issue in the academic research.Therefore,in such a complex and uncertain society,it has become a significant hot issue in the public management and policy field to discuss how to transform governments' philosophy on public crisis governance into the emphasis on the pluralism of governing subjects and the promotion of the cooperation among such subjects to jointly combat public crises based on the new characteristics and requirements in the new era.This paper sets the diversified subjects in the public crisis governance as research object to probe into the historical necessity and practical feasibility of establishing new a model of public crisis governance through cooperation-oriented organization when our society is becoming more complex and uncertain.It aims to help governments and other governance subjects better jointly respond to the various public crises frequently taking place in the background of the globalization and the post-industrialization.It plays an important role in addressing the difficulties encountered in theoretical research and practical innovation on public crisis governance.Document research,case study,comparative analysis and systematic analysis are adopted to carry out a special research on the organizations of public crisis governance based on the crisis-frequent social background and following the guidance of “discover research object,form conceptual framework,conduct comparative research and put forward theoretical framework”.The current achievements in home and abroad are reviewed to discriminate and analyze the concepts regarding public crisis governance and its organizations.The paper analyzed the advantages and shortcomings of regular organizations and mission-oriented ones about their undertaking and fulfillment of public crisis governance tasks and the possibility of their cooperation based on the theories from current research and combined with the historical background features,in order to establish a public crisis governance model based on the cooperation-oriented organization and enrich the analysis framework and theoretical connotation of the public crisis governance.Therefore,the conclusion mainly is to reform and innovate the organization plan of the public crisis governance.Specifically,the first is to make a good preparation to confront the practical challenges faced by our society;the second is to employ the technical advantages of regular organization to undertake the regular tasks in the public crisis governance;the third is to exploit the particular superiority of mission-oriented organizations to assume the non-regular tasks in the public crisis governance;the fourth is to put forward the management opinion that organizes the public crisis management with the cooperation-oriented organization as the basic framework.
