Research On The Supervision Of Party Committee Of N Province In The New Era

The inspection work of the communist party of China is an important part of the Party's work and also an important way to ensure the implementation of their work.Since the 18th National Congress of the Communist Party of China,the central and local Party committees has put the inspection work on more prominent position and made series of deployment.The function,field and means of Party committees' inspection work have been expanded and marched toward a new level.Currently,the task of inspection implement work is facing the requirement of high demand,difficulty and heavy task,as they have achieved major progress in finishing building a moderately prosperous society into the run-off stage,made important strides in deepening reform area,and continued to deepen the rule of law,then made further progress in practicing strict Party self-governance.However,in some areas and departments,more attention has been paid on decision-making work,yet ignoring implementation and more emphasis has been laid on deployment,yet neglecting the inspection work.The striking problems are bound up with a phenomenon of orders and prohibition,official's nonfeasance and disorder feasance and 'superior has the policy while inferior has the countermeasure'.In addition,the Party inspection work cannot be adapted to the new situation with more task requirement,which is lack of lead coordination and ability at present.Therefore,it is necessary to strengthen and standardize the work of Party committee's inspection work.In this paper,based on the Party committee inspection work of N province,the integrated use of Literature Research,Field Research Method,Historical Analysis and Case Analysis,further research has been conducted from theoretical analysis,the effective ways and countermeasure thought.At first,the paper defined the concept of Party committee inspection work,and systematically sorted out the development process of Party committee inspection work.Then,this study pointed out the significance of Party committee inspection research work.Secondly,starting from the social background of the new situation,the paper clarified the main responsibilities and tasks of the Party committee inspection work in the new era,and subsequently analyzed the positioning,principles and methods of the Party committee inspection work.Thirdly,the proposed study summarized the Party committee's inspection work of N Province from the government functions,system construction and specific measures,finding that Party committee inspection work of N province has the following problems which limited the result of inspection work:'small mara carts',insufficient inspection activities,simple inspection methods,inadequate application of inspection results,supervisory commissioner' capacity-building as well as overall quality need to be further strengthened.Finally,this paper have made suggestions of strengthening and improving N provincial Party committee's inspection work including establishing the system of review research,enhancing the ways of working and improving their working efficiency,using the performance evaluation and intensifying accountability inspection ways to reinforce inspection results.In addition,this paper emphasized that establishing and perfecting the responsibility system that implement the party's main body responsibility and relevant departments to coordinate with Party committee's inspection work,upgrading inspection institution and set up Supervisory commissioner system.
