Co-Governance Between Townships And Villages:Study Of Rural Governance In Perspective Of Cooperative Governance

The transformation of contemporary China originated from the grassroots,The peasants were the vanguard of this transformation,The countryside was the first experimental field for reform,and agriculture was the earliest breakthrough.However,today's rural areas are full of helplessness,anxiety and arrogance.After the reform of taxes and fees,national policies and markets have accelerated the impact on the countryside.The governance environment of towns and villages has undergone tremendous changes: civil society has grown and public affairs has expanded;market penetration has infiltrated and borders have been extended;elites have lost,and rural social differentiation has intensified;The governance organization is scattered,the autonomy is inefficient,the townships are “suspended”,the governance is lacking,and so on.These problems have seriously tested the governance of towns and villages.Since 2011,the Y County of G Province has implemented the “ Three-level Township Council ”,the implementation of grid-based social management,the establishment of the Rural Revitalization Promotion Association,and other measures to implement “co-co-governance”,“co-construction” and“party building and leading”.The concept of “co-construction and sharing” has innovated the thinking,methods and mechanisms of governance in towns and villages.It has formed cooperation and co-governance between township governments and autonomous organizations,economic organizations,social organizations and ordinary people.On the one hand,it promoted the social stability of towns and villages,on the other hand,it developed the rural economy and greatly enhanced the effectiveness of township governance.The township governance reform in Y County embodies the spirit of cooperative governance,and effectively integrates the subject of township governance with cooperation.To a certain extent,it transcends the textual provisions and thinking framework of “village governance and village governance”.rule".The governance of towns and villages is a "five-in-one" governance structure.It combines the positive forces of democracy and authority,tradition and modernity,enriches the path of deliberative democracy,recreates local unity,and enhances the collective action capacity of towns and villages.Y County reformed the shortcomings of township governance with a strong development orientation and explored a new form of unity,openness,power and orderly governance of towns and villages.
