Research On Government Intervention Behavior In The Development Of Information Security Industry In China

In the last ten years,with the rapid development of the database technology,cloud computing technology and Internet of Things technology,the degree of informatization of the national economy has been greatly improved.Massive data has been transferred from traditional physical media to virtual network clouds.Once the network security problem occurs in which will pose a great threat to the security of these data leading to a great threats to the national security.In 2018,in view of our severe cybersecurity situation,our country has raised cybersecurity to the same level as the national security.The national independent information security industry is a solid foundation for safeguarding China's network security.At the same time,the core technology of information security is the key to supporting the development of information security industry.The ZTE chip event on April 16,2018 is a proof of the lack of information security core technology in China.Therefore,the lack of information security core technology is the biggest hidden danger in China's network security.The core technology of information security as a "public product" in the field of online information in China.It's “can't buy it use money” and the regulation of the market mechanism alone can not achieve the independent supply.Therefore,in order to develop China's information security industry,we must solve the problem of independent supply of China's information security core technology.Although the development of China's core technology of information security has spanned decades,the research about public management is rather few of which some studies are mainly from the macro aspects,such as information security industry,information security industry chain.As for the research on the behavioral role of government in the development of information security industry,it almost focuses on the collaborative development of government,industry,university and research institute,lacking further research about other aspects.Against the background of China's construction for an information power,with the development of the information security industry as its research object,the public goods theory and government intervention theory as its guidance,This paper explores government's intervention measures and system construction in the development and independent research of the core technology of information security industry in China.First,the paper analyzes the externality,monopoly,market failure and organization failure of the core technology of information security.Second,it puts forward the theoretical analysis model of government intervention in the independent supply of information security's core technology.Moreover,as for government intervention for the core technology of information security,using the analysis model put forward in this paper,it respectively discusses the government intervention framework and policy orientation of plan guidance,financial intervention and intellectual property management.Finally,it proposes the policy Suggestions for government intervention in the development of information security industry.
