Research On Institutional Reform Of CCDI In The New Era From The Perspective Of Historical Institutionalism

Corruption and anti-corruption have always been the common issues in countries with different ideologies and systems.Corruption tends to sway the foundation of government.Historically,corruption is an important cause of public resentment,social unrest and regime change.Therefore,anti-corruption,as the basic premise and guarantee of national governance,is a top priority concerning the ability and status of the rulers and a key factor related to the survival of the country.Since the 18 th CPC national congress,with the promotion of the “Four Comprehensives” guidelines,through its own reform and self-improvement,the CPC central commission for discipline inspection has,demonstrated different political functions and operational capabilities from those of the past in construction of the Party conduct and of an honest and clean government as well as the anti-corruption.Therefore,the study and analysis towards the reform of the CPC central commission for discipline inspection has important theoretical and practical significance.Based on the hot issue of corruption governance,this paper reviews the historical changes of the CCDI with describing the reform reality of the CCDI in the new era in order to summarize the enlightenment and deficiencies of the reform of the CCDI in the new era,and puts forward countermeasures and suggestions.This paper is mainly composed of eight parts,including:The first part mainly elaborates the background and significance of this paper,and analyzes and comments on the current research status of CCDI reform by the scholars,so as to construct the research method of this paper and explore its innovation.The second part explains the related concepts and theoretical basis.Clearly defines what the "new era" stage is,what aspect of the reform is,and what the "action power" is.Meanwhile,the relevant theoretical basis is expounded,mainly concerns about the concept of "path dependence" and "critical node" in historical institutionalism.In the third part,the historical evolution of CCDI is reviewed and sorted out.The historical development of CCDI is divided into five stages according to the timeline of its history,so as to clarify the historical development of CCDI.The fourth part analyzes the legal basis and realistic logic of the reform of CCDI.The legal basis is mainly based on the Party Constitution.Realistic logic consists of institutional logic and historical logic.The fifth part describes the main contents of the reform of CCDI in the new era.Mainly elaborates the organizational reform in the new era,including the reform of internal institutions,accredited institutions as well as the institutional reform of the leadership of the discipline inspection system.The sixth part,with the central inspection work of CCDI as a sample,analyzes and summarizes the new action ability of CCDI in the new era.Including the new action goal,new action ability and the new action characteristic.The seventh part,in view of the situation of the CCDI reform in the new era,summarizes the experience and inspiration,pointing out the shortcomings in the reform,and puts forward countermeasures and Suggestions.In the last part,summarizes the whole paper and points out that anti-corruption work is not the only purpose of the reform of CCDI,but one of its functions.Too much work needs to be done for CCDI for building a political ecology with clean environment.
