Study On Volunteer Failure Of Lanzhou X Service Center

Recently,China voluntary service has entered into a fast track growth path.The development of voluntary service plays an important role in improving the quality of citizens,enhancing their sense of social responsibility and promoting their participation in social governance.Meanwhile,it also makes up for the lack of government public services and plays a favourable role in promoting social stability and progress.With the acceleration of urbanization in our country,more and more rural people are pouring into cities,and urban floating population is increasing sharply.The living conditions of Minority Floating Population in cities have become the focus of social attention,with the emergence of voluntary organizations serving minority floating population.Inevitably,some phenomena emerge in the development of organizations,which lead to the operation of voluntary organizations affected,resulting in waste of resources,poor service effect and so on.American scholar Lester M.Salamon called these phenomena "voluntary failure".Salamon believes that in addition to "government failure" and "market failure",volunteer organizations will also fail in the process of operation.This paper focuses on Lanzhou X Service Center,a national minority volunteer organization in Lanzhou.Through the observation and participation of the organization's daily operation,it is found that the failure phenomenon of Lanzhou X Service Center basically coincides with Salamon's volunteer failure theory,but it also has its own localization characteristics.The emergence of these local characteristics is influenced by their own national characteristics.National factors alleviate the degree of volunteer failure in some aspects,deepen the degree of volunteer failure,and some do not affect the operation of volunteer organizations.The author talks about the localization characteristics of volunteer failure and Salamon's volunteer failure theory,analyses the reasons behind the failure,and gives reasonable suggestions,hoping to produce certain theoretical and practical significance for the development of minority volunteer organizations in China.
