That multi-bodies of community participate in community governance can provide public goods effectively and promote community construction.To push forward community governance,many cities like Shanghai and Shenzhen introduced community foundations from America,so,can community foundations promote multi-bodies to participate in community governance? Why?This thesis takes Y community foundation as the study object,and found that Y community foundation make effort to create many ways(like holding“Community Development Forum” and “Public Project Review”)to invite government,residents,enterprises and social organizations in Y community to participate in and discuss community needs,community public service project,etc.These very ways promote multi-bodies to participate in community governance.Using Resource Dependence Theory and Governance Theory,the study shows that the community foundation's survive and Development have to depends on resources like capital from government,residents,enterprises and social organizations in the community,and the multibodies also need resources like public service from the community foundation.To obtain resources,the community foundation has to ensure multi-bodies' discourse power on uses of funds,project selection,and gain multi-bodies' recognition.So,the community foundation invites multi-bodies to discuss community needs,determine community projects and provide public service.And,because of the needs of resources from the community foundation,the multi-bodies would like to accept the invitation.Finally,a community foundationcentred organization network for community governance come into being,and promotes multi-bodies to participate in community governance.
