Research On The Administrative Licensing System Of Initial Distribution Of Carbon Emission Rights In China

In order to achieve the total carbon emission control goal and the economic development path of low carbon and environmental protection,China started to establish the carbon emission trading market in 2017 and popularize the carbon emission trading nationwide.In this paper,in order to perfect China's carbon emissions initial allocation of administrative licensing system as the main topic,first of all,on carbon emissions initial allocation related concepts of administrative licensing system,selection of China's carbon emissions initial allocation and expounds the theoretical basis of the existence of the system,thus points out that the carbon emissions initial allocation the superiority of configured in the form of administrative licensing.Secondly,by reviewing the legislation and regulations of the administrative licensing system for the initial distribution of carbon emission rights in China,this paper analyzes the existing problems from the perspectives of the lower level of legislation,the non-uniform scope of application of the permit,the non-specific licensing conditions,the non-uniform licensing methods,and the imperfect carbon emission verification system.Finally,in reference to the European Union,Australia and Japan carbon emissions in itial allocation of administrative licensing system,on the basis of successful experience,combined with China's carbon emissions initial allocation of the actual situation of the administrative license system,from the promotion of legislations;unified licensing scope and refining the licensing conditions,approach,standard carbon emissions verification system,etc.,put forward specific Suggestions on the system.
