Grass-roots civil servants are on the front line of our country's reform development and stability serving as the very implementers of our party and nation's guidelines and policies and the very providers of public service.Their ability,quality and style of work has direct effects on the state organs' working efficiency and overall image,on the relationship between people and our party and nation,and even on the harmony and stability of our society.Therefore strengthening the training of civil servants plays a significant role in improving their professional capacity as well as their competency.Firstly,In order to have a clear picture of the competency and training of the grass-root civil servants,this paper takes the competency model as the theoretical basis to construct the competency model of the grass-root civil servants,applying the document analysis method and the interview method.Taking Heyuan as background,this paper analyzes the present competency of the grass-root civil servants by interviewing the city leaders.In the meantime,the present situation of training of the grass-root civil servants is analyzed by doing questionnaire surveys among civil servants below the county department level.Finally,by analyzing the reasons for the existing problems,pertinent suggestions on training the grass-root civil servants are put forward in this paper.Based on relative documents and interview records,competency of grass-root civil servants should be evaluated in seven dimentions: their knowledge,skills,social roles,outlooks,self-cognition,personality and motives.On the one hand,from the interviews and comments from the city leaders,it can be concluded that the overall competency the grass-root civil servants in Heyuan is mediocre and therefore it should be promoted,especially in terms of skills and motives.On the other hand,from the result of the questionnaire surveys,which were done by civil servants below the county department level,it can be concluded that several problems should be paid due attention to: the effect of training is not obvious;the trainers don't not think much of the invisible competency;the trainees lack motive;the analysis of the need for competency training isn't thorough enough.The reasons for these problems are as follows: the concept based on competency training hasn't been established yet;the project based on competency training hasn't been designed;the management system based on competency training is imperfect;the probe into the need for competency training isn't scientific enough.Therefore,four solutions are put forward in this paper: ideology of the competency training should be altered,content and method of the competency training should be diversified,evaluation system for competency training should be perfected;analysis of need for the competency training should be enhanced.Hoping that these solutions can provide some references value for the civil servant training in Heyuan.
