Research On Government Process Re-engineering In E-government Environment

Government process re-engineering is an important form of government management innovation.Its purpose is to break the traditionally decentralized and tandem government processes and establish parallel,one-stop,seamless government processes to better meet public needs.The development of e-government provides an opportunity for government process re-engineering.It can provide the public with more real-time,accurate,personalized and convenient services.However,the real problem is that if government departments do not re-engineer themselves,the advantages of information technology,especially e-government,cannot be brought into full play.At present,the government process re-engineering has achieved great results,but there is still a solidification of the interests of the department,the lack of internal motivation for re-engineering,and the unclear handling procedures,which hinder the development of e-government.The concrete manifestation is that the old-fashioned ideas and closed single ideas have affected the progress of e-government promotion;pyramid structure and excessive centralization and control limit the efficiency of e-government operation;the division of the department blocks the sharing of e-government information;passive responses in public services have undermined the optimization of e-government services.For this,in order to truly promote the development of e-government,to use e-government to promote the reform of government departments,it is necessary to reconstruct the government process.This kind of re-engineering can be started from the following aspects: the renewal of the administrative staff's ideology,the remodeling of organizational structure,the integration of network information,and the continuous optimization of services.In short,government process re-engineering is the basic content of e-government.Without the optimization of government process,e-government can not be carried out smoothly.
