Demand Analysis Of And Strategic Study On Community Home-Based Care Services For The Aged In Zhongshan District Of Dalian

As many countries in the world have been successively considered as ageing societies,the problem of the ageing population in China is also an inexorable outcome of odernization.Besides,China's one-child policy implemented in the eighties has,to some extent,ccelerated the ageing process as well.By 2030,China's ageing-population-population ratio is expected to surpass that of Japan,and China will become the country with the highest degree of geing.In general,China's demographic structure has undergone a phenomenal shift with the increment of the elderly population,the loss of the labor force population,the acceleration of the ageing process,and the expansion of the floating population.Under the influence of economic development level and traditional view,the current mainstream pattern of supporting the aged in China is still family support.However,with more and more people having started to form families who were born during the time in which the one-child policy was implemented,the“421”family pattern starts to become mainstream,and this“inverted pyramid ” family pattern has derived many social problems,among which is the elderly undergoing the dilemma of family support.At the end of 2015,China put forward a comprehensive two-child policy,which,without a question,makes the problem of family support more severe and challenging.With the functional weakening of traditional family support and institutional support of the aged being difficult to popularize in large-scale,community home-based care services for the aged has risen in response.This socialized pattern of care services for the aged sees family as the core,community as the countable,professional services as support,and commits itself primarily in helping the home-based elderly solve daily problems.Thus,how to integrate available resources,how to play an effective role of the community,and in the meantime better predict and meet the requirements of the market and finally promote healthy development of community home-based care services for the aged are social issues that are worth intensively discussing.With the help of SPSS,the present thesis hereby seeks to cite Zhongshan District of Dalian as an example from the stand point of the work that has been carried out recently and from the real demands of the elderlies,and statistically analyze the results based on interviews and surveys of the elderlies' demands and current status of the community home-based care services including catering and health-and medical-services in Zhongshan District of Dalian.The result shows that the elderlies in Zhangshan District of Dalian havesome demands for the community home-based care services,presenting diversification as well as personalization.However,based on the actual effects of the current services,there are problems with the simplicity in service contents and service objects,imbalance between supply and demand,low level of service objects' participation,and lack in qualification of the professional social service organizations.The reasons for the above-mentioned problems lie in the ill-defined service contents and objects by relevant departments,rigidification of service policy-making,omission of policy propaganda and implementation,and government's old-fashioned concept of purchasing services.For this reason,through reviewing a myriad of literature,applying disciplinary knowledge in Public Administration,combining advanced domestic and foreign experience and practices,and basing on the actual situation of Zhongshan District of Dalian,I propose the following advices: first,the government should specify and transform governmental functions;second,a community home-based care service system should be established;third,the aged in the area under administration should be provided with personified services accordingly;forth,the promotion and orientation of the community home-based care services for the aged should be reinforced;fifth,a multiple-subject-cooperating mode of provision should be formed through service purchasing.It is expected that the present thesis could promote the local development of the community home-based care services for the aged,and serve as a reference for other cities and regions in China.
