Study On The Execution Deviation And Avoidance Of College Student Village Policy In County A Of Liaoning

The multiple policy functions of college student village policy have been paid more and more attention.A series of policy systems including selection,training,security,incentives have been formed,but the policy effectiveness don't matched,execution deviation occurs during the hierarchical transfer.Systematically trace the causes of execution deviation and correction from the source is an important direction of current college student village policy,and also the fundamental way to maximize the college student policy function and realize the policy intention.This paper focuses on the policy implementation process of college student village official in county A of Liaoning province,summarize the performance of policy implementation deviation,use Smith process model as the analytical framework of “seeking the root”,investigation and research on college student policy implementation deviation and avoidance.Based on the performance of execution deviation-analyze the key reasons of policy implementation deviation-summarize the countermeasures to avoid deviation,the paper is divided into six parts.The first part introduces the background and significance of the study on the implementation deviation of college student village policy,conducts literature research on related concepts,and determines the study methods and ideas.The second part defines the concepts of college student village policy and public policy implementation deviation,and introduces the connotation of the Smith process model and its application in this paper.In the third part,questionnaire survey method,unstructured interview method and case study method as research method,analysis of the implementation deviation of college student village policy in county A,describe the deviation expression as alternativeexecution,symbolic execution and disability execution.The fourth part uses the Smith process model to analyze the key factors of the implementation deviation of college student village policy in county A,from the four dimensions of policy text,executing organization,target group and policy environment.According to the Smith model's pursuit of the overall optimization of the system,the fifth part proposes a governance model that includes policy redesign,multi-attribute governance,strengthening benign interactions among stakeholders,optimize the execution environment.The sixth part summarizes the research results and the shortcomings of this paper.The possible innovations in this paper are based on previous research,applying the Smith model to the implementation case of the college student village policy in county A,and provide theoretical guidance for the implementation of local policies.
