Research On The Purchase Of Social Work Services For Youth By Jinan Municipal Government

The government's purchase of public services is an innovative concept and method for the government to provide public services.This new approach first emerged in Western countries and gradually expanded to developing countries after universal development and maturity.With the continuous development of China's economy after the reform and opening up,the government's tendency to purchase public services has also developed in various places,and the content of purchases has also expanded,which is applicable to all aspects of social services.Since the 19 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping has attached great importance to the work of young people and is very concerned about the healthy growth of young people.The government has also gradually realized that the role of youth social work in the healthy growth of adolescents has become increasingly prominent.Therefore,youth social work is an important part of government work.The continuous development of government procurement of youth social work services is of great significance to the development of young people.The government's purchase of youth social work services has achieved certain results in Shanghai and other places.This paper mainly studies the current situation of the Jinan Municipal Government's purchase of youth social work services and the problems arising during the purchase process.According to field research,there are still four problems in the process of purchasing social work services for teenagers in Jinan: imperfect rules and regulations,few reference norms;incomplete purchasing content;unpublished purchasing process and relevant rules;less special supervision and inadequate third-party evaluation.The reasons are not only insufficient knowledge,unstable service concept,insufficient funds and low degree of specialization of social organizations,but also opaque procurement operation process and immature supervision and evaluation mechanism.Combining with the actual situation,this paper argues that Jinan Municipal Government should improve the relevant rules and regulations in the process of purchasing social work services for teenagers,enhance the importance of purchasing services,strengthen the guidance of capacity-building of social organizations,improve the purchasing procedures and strengthen supervision and management,so as to improve the purchasing process and promote the healthy development of the purchase of social work services for teenagers by Jinan Municipal Government.
