Research On The Operation Mechanism And Improvement Countermeasure Of Urban Community Resistance From The Perspective Of Risk Governance

Urban community resilience is an important ability of urban community to resist risk pressure and to maintain sustainable development of the community under risk.It is also an important part of improving the community governance system.As a result of the threat and occurrence of high frequency risk disasters in China,the community which is the front line of risk response needs to enhance its own resilience.The main way to improve their resilience is to absorb,adapt and resist risks through the two-way interaction between the community and the government.This is also an important way to build a safe community and achieve effective social governance.After the risk of adversity,some urban community are still functioning and can quickly recover from adversity,while some urban community show a relatively disordered state and a long recovery time in the face of risk strikes.Resilience is the potential ability of urban communities to be stimulated to absorb and respond to its negative effects when they are exposed to risk.Different performances and recovery results of different urban communities after exposure to risks are different in their resilience effects.It is necessary to analyze the various stages of the resilience operation process,to analyze the operating mechanisms and to connect from the whole in order to understand the effectiveness of resilience.Urban community resilience will be optimized through the optimization and improvement of each operating mechanism,and its impact and loss in risk are reduced.The research on the resilience of foreign urban community started earlier than that in China.Although the rise of relevant research in China is short,China can take less detours in the study of community resilience due to the sharing and openness of academics.In general,it is the present and future research trend to apply resilience for comprehensive and dynamic to different fields and ranges.For now,the typical resilience process model and framework research is limited,and there is basically no unified cognition.Because of the complexity of urban community,there are few in-depth research on the operation mechanism of resilience.Based on this,this study intends to put forward urban community resilience by combing analysis of relevant literature.Through construct of the dynamic model framework of resilience and analysis of the relevant mechanisms in the process of operation,the general case analysis and typical case analysis are used to verify the resilience operation framework.Through empirical analysis of the strengths and weaknesses of each link of the community in the process of resistance,this paper summarizes the problems and optimization of its operation mechanism and propose specific countermeasures to improve the operational mechanism of urban community's resilience.In order to fully analyze the dynamic operation process and mechanism of urban community resilience,this paper constructs the resilience operation process model through its relative static cycle,reaction cycle,catalytic cycle and hypercycle operation.The cyclical interaction of the several links of system integration and factor combination is reflected through the interaction process analysis of "people,culture,geography,production,and landscape" factors and "institutional" factors in the community environment,the analysis of the stress-resistant process of community social network structure in the internal anti-reverse environment of the community,and the analysis of internal and external community resilience in the overall operating environment.It is embodied in the absorption,response,recovery of communities in the process of risk disasters and whether to enhance the sustainable development ability of urban communities through organizational learning.This paper takes the Jintang catastrophic flood in Chengdu in 2018 as the source of the urban community resilience,and carries out model verification through observation and in-depth interviews.Based on the analysis of the operational process of the resilience of several urban communities in Jintang and the in-depth analysis of the SL and ML communities,it is found that the urban communities suffering from the same risk pressure have different performances in various aspects of resilience,which will lead to community coping and resilience.different.That is,the resulting resilience effects are different due to the different operational mechanisms of urban community's resilience.The specific operational mechanism is embodied in the information communication mechanism,resource allocation mechanism,multi-subject participation mechanism and trust maintenance mechanism.The operation mechanism of the case shows that there is information loss phenomenon in communication and low degree of information sharing,the lack of content combination validity and inadequate rationality of resource allocation structure,slightly disordered participants and unclear roles of multiple participants,low sense of interaction in communication and the poor structure of trust chain.Finally,this paper optimize the operational mechanism of urban community resilience to eliminate communication noise and build a two-way information sharing platform,to optimize the resource allocation structure and coordinate the combination of factors,to improve the multi-agent management norms and clarify the role of the participating subjects,to create a good interaction atmosphere and build specific strategies for effective trust chains.The urban community will give full play to its resilience advantage in risk management through these countermeasures,and it can improve community governance through concrete and feasible methods.
