Research On The Supply Of Rural Public Legal Services In Ulanqab

Public Legal Service is an important part of the public service system.To promote the construction of a public legal service system covering both urban and rural residents and strengthen legal services in the field of people's livelihood is clearly proposed in the CPC Central Committee on Several Major Issues Concerning Comprehensively Advancing the Rule of Law.Therefore,the construction of public legal services in rural areas is a powerful guarantee for the rural poor to effectively safeguard their legitimate rights and interests in economic life and it is also an important link the poverty alleviation by the law.Taking the supply of Ulanqab City rural public legal service as the research object,the research is conducted within these four aspects including the public legal services,the legal publicity,the legal aid,and the general legal services and people's mediation.According to statistics analysis of the rural public legal service from the Judicial Bureau,and the interviews of county rural village cadres,farmers,herdsmen and corresponding judicial offices staff in Ulanqab municipal districts and the three representative countryside,the supply status of the rural public legal service in Ulanqab are understood.The study found that the supply of rural public legal services in Ulanqab is unbalanced;the professionalism is not high;the social participation rate is insufficient;the supply effect is not obvious.In addition,there is a gap between the supply content and the needs of farmers and herdsmen.The current supply content of general legal services,such as rule of law publicity,legal aid,legal counsel and people's mediation,cannot effectively fit the economic life requirement of farmers and herdsmen.The actual legal needs of farmers and herdsmen cannot be met by the given supply items and conditions.The stereotypes of supply fail to stimulate the interest of farmers and herdsmen,as well as the supply implantation of some public legal services in rural areas.Therefore,the research is expanded from the top design of the public law service,the supply mechanism and the way to ensure adequate funding,etc.to find the root cause of current problems and provide the feasible solutions.First,it is necessary to strengthen the public legal service legislation to promote diversification and specialization of rural public service supply laws.Second,it is essential to enrich the supply content to promote form diversification.Finally,yet importantly,multiple channels to ensure enough rural public funding of legal service supply are desiring.The research herein is expected to promote the supply of rural public legal services in Ulanqab and enable farmers and herdsmen to truly obtain the fairness and justice in public legal services.
