Research On Public Opinion Guidance Of Hohhot Municipal Government Under The Perspective Of Social Governance

Public opinion is the collection of people's opinions,attitudes and responses to the rulers and their behaviors,which has always been highly valued by the government.General Secretary Xi Jinping evaluates the work of public opinion guidance as "extremely important work",which is an important part of China's ideological work.Due to the continuous development of network technology,the size of the traditional media gradually being atrophic,individual pan-media on the Internet,growing uncertainty and irrationality of public opinion,public opinion guidance of the subject and the audience is constantly changing,so the government should also improve the public opinion guidance ways and means.This paper introduces the theory of social governance to investigate and study the current situation of public opinion guidance in Hohhot.Firstly,According to the three principles of "co-construction","co-governance" and "sharing",it conducts a questionnaire survey among citizens from all walks of life.The questionnaire investigates Hohhot people's satisfaction and participation in the public opinion guidance in Hohhot,and summarizes the survey results.Then,According to the results of the survey and the understanding of the public opinion guidance system in Hohhot,analyzed the current situation of public opinion guidance in Hohhot,get to know the operation mode and guidance effect of the current public opinion guidance system in Hohhot.It finds that although the public opinion guidance system of Hohhot is constantly improved,it is still not comprehensive enough.The Hohhot government still regards itself as the only subject of public opinion guidance,and lack the cooperation of other necessary guiding subjects.The guiding methods are also rigid and official,and they are not well integrated into the characteristics of this era.After that,according to the current situation of public opinion guidance in Hohhot,combined with some typical public opinion events,interprets and analyses the problems of public opinion guidance in Hohhot,and explores the root and crux of the problem of inadequate public opinion guidance in Hohhot.Finally,starting from the theory of social governance and the theory of government functions,this paper discusses how Hohhot government in today's environment improves the coordination and linkage between government departments to promote the public opinion guidance,how to promote the coordination between the government and social organizations to carry out the public opinion guidance,how to promote government and opinion leaders to cooperate to complete public opinion guidance,how to complete mutual recognition between the government and the masses to improve the public opinion guidance.It explores the possibility of mobilizing various forces of the government to build a mechanism of multiple subjects coordination to guide public opinion according to the principle of "co-construction,co-governance and sharing".
