Study On The Construction Of Rural Governance System Based On Autonomy,Rule Of Law And Rule By Virtue

With the advancement of urbanization and social transformation,the rural social structure,production methods,and living conditions have undergone tremendous changes since the reform and opening up.Many aspects of farmers' ideology and behavior have changed as well.With the increasingly serious contradiction between the needs of the rural people for the good life and the unbalanced rural development,the current rural governance system urgently needs to make breakthroughs and innovations on the basis of summarized the existing practical experience.The "rural autonomy,the rule of law,the rule of virtue and the combination of the rural governance system" which was put forward inthe report of the 19 th National Congress of the Communist Party of China pointed out the direction for the construction and development of the rural governance system in the new era.Taking the Shaerqin town in the western Inner Mongolia as an example,this paper sorts out the certain achievements in the process of building the rural governance system,and it is not enough to effectively guide the party building in the construction of the rural governance system.The overall level of autonomy is not high;the rule of law construction process is relatively lagging;the foundation of the rule of virtue is facing challenges and other four problems,which is thought tightly relative to the insufficiency of traditional economic transformation and the serious rural population etc.There are factors that laws and regulations need to be improved,of course.Therefore,according to the problems of discovery,analyzing the reasons,and drawing on the ideas of experience,adhering to the party's leadership and safeguarding the party's core position in the rural governance system;this article consolidates the basis of self-government,effectively empowers the rural subject autonomy;improves the rule of law and establishes the rule of law in the countryside.The concept,based on deepening the support of the rule of virtue,creating a rural rule of governance;achieving the organic integration of autonomy,the rule of law,and the rule of virtue as the starting point,explores the perfect path of the ruralgovernance system in Shaerqin Town,Inner Mongolia.It is hoped that these countermeasures and suggestions can positively promote the improvement of the rural governance system in Shaerqin Town,Inner Mongolia,improve the efficiency of rural governance,and promote the modernization of the rural governance system and governance capacity.
