A Study On Government Regulation Of Shared Bikes From The Perspective Of Sharing Economy

As an emerging industrial model in the era of ‘Internet plus',sharing economy is the result of China's innovation-driven development in the past five years.It was written into the government work report from 2016 to 2019.Sharing bikes,high-speed railway network,mobile payment,e-commerce and other four driving forces of the sharing economy are regarded as China's four new inventions by domestic grandpa.Shared bikes meet the urgent needs of the public for the ‘last mile'.Shared bicycle has been widely recognized by the public for its fast speed and environmental features,providing a new way for people to travel.‘Sharing a bicycle' sharing economy is different from other products,it will be advanced mobile Internet technology and traditional bike rental system integration,the rapid development of it largely depends on its the attribute of quasi-public product,therefore has brought the vehicle parking place,vehicles are malicious damage,user abuse,vehicle obstacle and other social phenomenon,not only share the development of economy has brought about many negative effects.At the same time to the government's new industry regulation has brought great difficulties.In this regard,the ministry of transport issued a circular on May 22,2017,instructing the development of the Internet,the central publicity department,the central office network,the national development and reform commission,the ministry of industry and information technology,the ministry of public security and the people's bank of China,for example,to rent bicycles.Soliciting public opinions and comprehensively summarizing the regulatory policies on Shared bicycles in some mature areas,such as Shanghai and Beijing.Finally,on August 2,the guideline on encouraging and regulating the development of Internet rental bikes was smoothly promulgated and implemented.With the implementation of the central guidance document,local governments have formulated normative documents according to the guidance,and various departments have cooperated to standardize the sharing of bicycles.With the introduction of the opinions,bike-sharing has developed from ‘racehorse enclosure' to fine management and operation,and its profit model has been constantly innovated.Although the development of the industry is more rational,some problems caused by the development of Shared bicycles are still not effectively solved,and there are frequent patterns.On this basis,the government regulation Shared bicycle industry regulations at the same time,research how to effectively enterprises and the public supervision system,in theory,to reflect on practice to solve the problems of government regulation of bicycle sharing,better regulation for the government to share the bike provide scientific and regulatory advice,slow Shared cycling part of urban public transport,can be in urban sustainable development.And provides the reference for the government for other sharing economy regulations.The main body of this paper is divided into five parts: the first chapter introduces the origin of the topic and the research significance,reviews the existing literature at home and abroad,and summarizes the main research methods adopted in this paper.The second chapter expounds the concept and characteristics of Shared economy and Shared bicycle,and introduces the theoretical basis of the government's supervision of Shared bicycle.The third chapter summarizes the development of sharing economy and sharing bicycle.This paper mainly introduces the current situation of sharing economy and the difficulties hindering the development of sharing bicycle.The fourth chapter is the history,development status,problems and reasons of government supervision.This paper introduces the current situation of administrative supervision of bicycles in China,summarizes the existing problems in the development of public bicycles,analyzes the normative documents issued by the central government and local governments to adjust bicycles,points out the regulatory measures taken by the current government to solve the problems,and points out the reasons.The fifth chapter is about the fourth chapter points out the existing problems and put forward the optimization of government regulation and thinking,including improving the government supervision,perfect the legal basis of common bicycle infrastructure construction,strengthen the regulatory role of the government,strengthen the government leading enterprises,the supervision of the social harmony,ride a bike to solve the common problems at present,China's government regulation.
