Study On Social Work Intervention Inimproving Residents' Ability Ofparticipation In Community Governance

With the development of society and the diversification of the needs of the people,the traditional management mode of “government-based and street-based supplementation” has failed in reality.The community governance that emphasizes multi-participation and coordinated governance has gradually been recognized by the society.Residents of communities,the important subject of governance,their level of participation ability determines the quality and level of participation.However,in the practice of community governance,whether it is from the content of residents' participation,the form of participation,the channels of participation or the effect of participation,it highlights that residents' ability to participate is still not enough.Therefore,this paper takes the BH community and its residents as research objects,and uses questionnaires,interviews,field research and other methods to investigate the residents' participation and ability in the BH community.And then it's based on the residents needs,uses the community social work methods,provides public service and various activities,taps the backbone of the community,and sets up the “Elite group”autonomous consultation group;also staring from the perspective of superiority,believie that residents have the potential to improve their participation ability,and focus on the right to carry out group activities.To improve the participation ability of team members,take part in the face,launch more people to participate in community governance,and jointly improve their participation ability in practice through various ways.This paper contains five parts.The first chapter is the introduction.It mainly introduces the background and purpose of the research,the significance of the research and the basis of the topic selection,and analyzes and comments on the research status interiorly and abroad.At the same time,it expounds the research ideas and research method.The second chapter analyzes the status quo of BH community residents' participation in community governance,introduces the basic situation of the BH community and the implementation of the survey,and analyzes the survey results in detail.The third chapter analyzes the performance and causes of the participation of BH community residents in community governance.The study shows that the lack of participation in community governance is characterized by less frequent participation and low participation rate,single participation,less political participation,low participation level,the participation effect is just general.The reasons are analyzed from the aspects of community and the resident.It is considered that political intervention is strong,theresidents' participation mechanism is imperfect,the community public interest is lacking,the residents' own factors are affected,the community consciousness is not strong,and the subject consciousness is weak.The fourth chapter introduces the project of the “ Elite group ”consultation self-government group,expounds the feasibility of the social work involved in the project and the background,objectives,ideas and implementation process of the project,and introduce the strategy of social work intervention in the community management ability of the “Elite group” project: strengthen the community support network,enhance the community awareness of the community,tap the backbone of the community,build the main force of community governance,build harmonious social relations and enhance the sense of belonging of residents,innovate the way residents paarticipate,stimulate the participation of residents,carry out community education propaganda,cultivate awareness of civil rights,establish a consultative autonomous organization,build a community governance platform.The fifth chapter is reflection and suggestion.It analyzes the role-playing of social workers,the theory and path of social work intervention and the development of projects,and discusses the shortcomings of intervention.Six pieces of advice are also provided: Constantly expand the construction of social worker talents and improve the professional level of community service;Strengthen the government's purchase of social work services and promote the project-based operation of community services;Add community social service centers to provide space for social work intervention;Straighten out the relationship between government and society and return to the attribute of community autonomy;Cultivate community social organization and expand the ability to improve channels;Establish an incentive mechanism to stimulate the participation of community residents.The research shows that social work plays an unparalleled role in intervening in the process of residents' participation in community governance.Social work not only taps the backbone of the community,but also enhances the participation ability of the members of the community consultation and self-government group.It has enhanced the social work awareness of community workers,community organizations and community residents,publicized the concept of social work,popularized social work knowledge,accelerated the practice of social work in community governance,and brought community construction to a new level.
