Research On Urban Community Home-based Care Service From The Perspective Of Collaborative Governance

China is facing an unprecedented challenge from an aging population.By the end of2015,China had 220 million people aged 60 or above,accounting for one third of the country's total population.More and more people agree that retirement is no longer the independent responsibility of family members.Community home-based care service refers to the government and social organizations provide help to the elderly living at home.It mainly provides life care,housekeeping services,rehabilitation nursing and spiritual comfort services.This article uses the literature research method and the investigation research method,consults the massive research literature to define the core concept.Based on social support theory and activity theory,this paper studies the background and current situation of community home-based care service from the perspective of collaborative governance.From an empirical perspective,the demand and supply status of the elderly in are analyzed Dalian linhai community,and the elderly's demand for life care,medical care and spiritual comfort is analyzed in detail.From the perspective of collaborative governance,the study found that problems existing in community home-based care include imperfect laws and regulations of the government,lack of supervision and evaluation system of elderly care services and lack of perfect training system.In view of the above problems,this paper puts forward the relevant path to improve the community home-based care service: first of all,to choose the appropriate supply subject to provide elderly care services.Specifically,we should adhere to the leadership of the government and give full play to the role of the government: improve laws and regulations,supervision and evaluation,talent training mechanism;The government and the community should cooperate to encourage the participation of market organizations: establish a professional team of community home-based care service personnel and third-party evaluation institutions,improve their service content and improve service quality;The government and the community should cooperate to encourage the participation of social organizations: establish and improve the volunteer service mechanism and improve the service quality;Government,community,market and social organizations cooperate with informatization: information technology companies cooperate with catering and medical institutions to provide professional services and establish old-age care archives.Through the study of Dalian linhai community home-based care service,the existing problems were found and the improvement path was proposed,so as to provide some reference for China's community home-based care service and its development,so that theelderly can better enjoy the elderly service.
