| The Nineteenth National Congress of the Communist Party of China proposed that the principal contradiction of our society in the new era is the contradiction between the growing needs of the people for a better life and the unbalanced and inadequate development,and made a strategic judgment that China's economy has changed from a stage of high-speed growth to a stage of high-quality development.And the need for a better life reflects the people's expectations for a better supply of public services.Basic public services are the most basic public services provided by all members of society,provided by the government,in accordance with national laws and regulations,in order to meet the basic needs of all members of society and ensure their basic rights to enjoy public services,justice,equity and equalization are the values of the society.Party Central Committee and the State Council have successively issued the "Standardization Plan for Social Management and Public Service Development(2017-2020)","The 13 th Five-Year Plan for Promoting the Equalization of Basic Public Services",and "Guidelines for Establishing and Perfecting the Basic Public Service Standard System" Policy documents such as Opinions have established a basic public service system,and have made demands to narrow the gap between urban and rural areas and guide the public service resources to ethnic areas,border areas,and poverty-stricken areas,which shows the country's emphasis on basic public services.Taking Gannan Tibetan Autonomous Prefecture of Gansu Province as the research object,this paper uses quantitative evaluation method and questionnaire survey method to measure the supply level of basic public services and evaluate the satisfaction degree.This paper evaluates the quality of basic public service in Gannan Tibetan Autonomous Prefecture,and then puts forward some countermeasures to improve the quality of basic public service.The research content of this paper consists of seven chapters and is divided into four aspects:introduction,theoretical part,empirical part,countermeasure conclusion part,the concrete research content is as follows:The first chapter is the introduction,this chapter mainly puts forward the research background,significance,through the domestic and foreign research status quo to organize and review,determine the article research ideas and methods,research objects and materials selection,explore the possible innovation of the research.The second chapter is the definition of concept and the theoretical basis.It defines the concepts of basic public services and basic public services quality,and expounds the new public service theory,total quality management theory and system evaluation theory.The research of the thesis explains the applicability of the reference theory and lays a theoretical foundation for the research of this paper.The third chapter is the analysis of the current situation of basic public services,including the general situation of its operation,the effectiveness of the measures and the basic experience.The fourth chapter is the basic public service supply level measure,including the construction of index system,the determination of index weight,the calculation of data statistics and scores,and the analysis of evaluation results.The fifth chapter is the basic public service satisfaction evaluation,including questionnaire design and distribution,reliability and validity test,and analysis of basic public service satisfaction evaluation results,in order to improve the quality of basic public services in Gannan Tibetan Autonomous Prefecture to provide practical reference.The sixth chapter is the main ideas and countermeasures to improve the quality of basic public services.Based on the above research,it is the main idea to improve the quality of basic public services in Gannan Tibetan Autonomous Prefecture,and then proposes the main countermeasures to improve the quality of basic public services in Gannan Tibetan Autonomous Prefecture.The seventh chapter is the conclusion and prospect of the research,summarizes the whole paper,draws the corresponding research conclusion,and prospects it.The main conclusions of this paper are as follows:(1)The quality of basic public services is different from that of public service,and more emphasis is placed on the word "basic",it is reflected in the basic needs of the public,the basic rights of the public,the basic content of public services,and the minimum standards for government to provide public services.(2)The evaluation of the quality of basic public service can be comprehensively evaluated from two aspects: the level of the supply of basic public service at the macro level and the individual satisfaction of the basic public service at the micro level.The evaluation of basic public service quality is a complicated and multidimensional process,the evaluation results show that the quality of basic public services in Gannan Tibetan autonomous prefecture is low and there are still some deficiencies.(4)The core of improving the quality of basic public services lies in strengthening the organizational guarantee of basic public services,increasing the total investment in basic public services,enriching the supply mode of basic public services,improving the supply efficiency of basic public services and strengthening the government's concept of total quality management.The innovation and deficiency of this paper:This paper selects the typical ethnic autonomous areas and poverty-stricken areas in Gansu Province as the research object.By constructing a basic public service supply level evaluation index system and design satisfaction questionnaire,we measure the basic public service quality from the macro level of the basic public service supply level and the micro level of individual satisfaction,and innovate in the research perspective and content..However,there are still some deficiencies in this study:First,there are limitations in the scope of research.Only one region of Gannan Tibetan autonomous prefecture in Gansu province is selected for research,and the collection of evaluation data was not thorough enough.The second is the limitation of index system construction.There are some shortcomings and loopholes in the fusion of the existing theoretical index system and practical data. |
