Study On The Public Services Supply Of Non-profit Organizations In Hu Bei Tong Cheng

With the deepening of reform and opening up,China's economy and society have run into the period of rapid development in every field,and people's diversified demands for public services have been expanding rapidly.In the context of this,non-profit organizations come into being and take part in social management as an important social force to alleviate the contradiction between people's diversified demands and the government's insufficient capacity for public services.Since the reform and the opening up,our society has witnessed significant changes in all fields.Due to the increasing awareness of the political rights,people's needs for public services have been showing the trend of diversification.However the government's existing supply model of the public services can't meet people's personalized and diversified demands to the maximum extent.Therefore,the government is in urgent need of changing its concept,shifting down the focus of governance,stimulating and releasing the vitality of the nonprofit organizations,and innovating social governance methods.Under the new circumstances,the mode of nonprofit organizations in providing public services has been developing and innovating constantly,from initially providing public services independently,to cooperating with enterprises to provide public services jointly,and finally to undertaking public services purchased by the government.In recent years,the purchase of public services by the government has been growing vigorously all over our country,especially in provincial and municipal level cities,which have achieved fruitful results.However,the cooperation between the government and nonprofit organizations in county-level and district-level cities had made slow progress because of various factors,such as policies,funds and concepts.These governments have also been trying to interact and establish close cooperation relationship with nonprofit organizations,and purchase public services,so as to integrate social resources of all aspects and make up for their deficiency of supply.Through selecting the “little red riding hood” volunteer association in Tong Cheng county as a representative,this article introduced the mode and content of nonprofit organizations providing public services,focused on the current situation of nonprofit organization undertaking public services purchased by government in county-level cities,and analyzed the dilemma between the nonprofit organizations and the governments and the reason,and based on which,put up with some advises on optimizing the mode of providing public services of the “little red riding hood” volunteer association in Tong Cheng county.This article was aimed at providing references for reinforcing the cooperation between nonprofit organizations and the government in Tong Cheng county,as well as for further cooperation with nonprofit organizations and purchasing public services for basic level governments.
