As people's demand for transportation is getting higher and higher,they require public transportation services of high quality,efficiency,convenience and dicersity.In response to the major deployment requirements of the 19 th CPC National Congress for National Construction of “Powerful Traffic Country”,local governments have increased their investment in public transportation.As an important part of public transportation,bus service have to be both “nonprofit” and “economical” at the same time.Seeking a balance point between the two has always been the focus of local government reform.The TC(traffic community)mode for bus has long been practiced in Germany,South Korea and other countries,while few cities in China intend to implement it.In recent years,some small and medium-sized cities in China,such as Foshan and Dongguan,have begun to try the reform of the bus with the TC mode,which has aroused widespread concern in society.This paper takes the bus TC mode of Shunde District of Foshan City as an example to deeply study the cooperative governance mode of multi-subject participation.This model adopts a strong government-led,mutually beneficial and win-win cooperation mechanism,an equal and diverse participation mechanism,and fair and orderly competition mechanism.After 9 years of operation,the bus TC mode in Shunde District achieves good results: the bus service capacity was greatly improved,the bus network coverage was gradually expanded,the bus satisfaction was steadily improved,the bus infrastructure was continuously improved,the bus transportation capacity was continuously optimized,and the intelligent bus was orderly developed.However,it also shows that the public transport priority policy is insufficiently supported,the financial subsidies continue to grow,and some functions of the government,management,and operational levels overlap and dislocate,incentive mechanism is lack,and bus operation and service fee solidifies.To sum up from these,I propose ways to deepen reforms in the next stage by increasing support for public transport priority policies,optimizing operating costs,optimizing management structures,and establishing incentive mechanisms,studying strategies and recommendations for bus TC mode in cities in China.
