In recent years,with the rapid socio-economic development,the number of private cars in cities in China has continued to grow rapidly,making the problem of urban traffic congestion increasingly serious.In order to further control the urban traffic congestion,as to traffic demand management of economic means to reduce vehicle use intensity of congestion charging policy received extensive attention in all aspects.However,the concept of congestion charging has been controversial since its introduction in the country.Therefore,it is very important to study whether the city's implementation of traffic congestion charging policy can effectively achieve the expected effect of relieving traffic congestion.Therefore,the research object of this article is the owner of a private car that is directly affected by the traffic congestion charging policy.This article investigates the factors that affect the behavior of private car owners and their complex mechanism effects on travel behavior,explores the decision rules for private car owners' travel behavior.Using the Agent modeling method to construct the model of travel behavior of each group of private cars;taking Beijing as an example,the simulation simulates the travel behavior of each group of private cars under the urban traffic congestion charging policy,and evaluates the effectiveness of the policy from the perspective of policy-affecting group travel behavior.Finally,constructive suggestions were made for the implementation of traffic congestion charging policy for all cities in China.Study shows that the travel behavior of private car owners is influenced by gender,age,education level,occupation,income,comfort and convenience preferences,trip distance,and traffic congestion to reduce driving.In a central area where traffic congestion often occurs in cities,charging congestion charge can reduce the intensity of driving trips by private car groups at various income levels.The higher the congestion charge,the better the effect of reducing driving will be until it stabilizes.By setting a single rate in the toll area,or using the largest group of private cars in each income class as the benchmark,determine the congestion charge rate;implement the urban traffic congestion charging policy and develop compact cities;consider the urban congestion charge policy fairness to ensure that the policy achieves the best effect of controlling urban traffic congestion.
