Since the 18 th National Congress of the Communist Party of China,the Central Committee has put forward a series of new requirements for improving the development achievements of the appraisal system,reforming the performance appraisal mechanism and cadre assessment mechanism.General Secretary Xi emphasized that we must speed up the sound target system,performance appraisal methods,rewards and punishment mechanism to benefit development scientifically.With the further deepening of the comprehensively strengthen Party discipline,the Party organs at all levels gradually strengthen and standardize self-construction,and also improve the performance appraisal management system and efficiency of government.The performance appraisal of the Party organs plays an important role in leading and inspiring the civil servants to firm ideals and beliefs,strengthen sense of purpose,and enhance operational capability.Meanwhile,it's vital important to transform institution work-style,and stimulate work enthusiasm,as while as a good method to improve positive energy for responsibility and cultivating career.The Binhai New Area District Party Committee agency unit J is the comprehensive unit,acting as the role of inheritance,coordination,and connection.The quality of its work is directly related to whether the decision and deployment made by the District Party Committee can be effectively implemented,whether the work of all units in the region can be coordinated,and whether the district committee can be operated in an orderly way.Therefore,a complete performance appraisal system is crucial to the unit J.On the background of the comprehensively strengthen Party discipline,this thesis analyzes the performance appraisal system of the Binhai New Area District Party Committee agency unit J,and give a brief overviews of the regulations,system,solutions of the current performance appraisal.Based on the personal experiences and the advanced experiences in domestic and overseas,this thesis conducted a questionnaire survey of existing problems in performance appraisal.The survey found that the performance appraisal system of the agency unit J has some deficiencies in the main body of responsibility assessment,assessment content indicators,the assessment method & procedures,and the application of the assessment results.The examples are as follows: the main body of performance appraisal responsibility assessment is relatively simplistic,leadership opinions taking up large proportion and lack of emphasis;the assessment content indicators is too general,lack of pertinence,operability and quantitative assessment;the assessment method & procedures are relatively cumbersome;the unit itself hasn't pay sufficient attention to regular assessment,lack of communication & feedback,external supervision and also hasn't implemented responsibility to certain person;inadequate application of assessment results,assessment over-concentration,lack of rewards and punishment measures,taking “excellent” grades by turns are also crucial disadvantages of its assessment.In view of the existing problems,we have analyzed the results of the investigation.Based on relevant information reviewed in the previous period and actual situation of the agency unit J,we put forward corresponding countermeasures.For instance,improve relevant system,expanding the main body of responsible assessment to make it more representative;Refine specifications of the assessment content indicators to make it more scientific and reasonable and operable;improve the assessment methods and procedures,strengthening feedback supervision to make more objective and fair;strengthen the application of assessment results to make it more authoritative.
