Research On PPP National Policy Evaluation Based On Text Analysis Method

The vigorous development of PPP model in China in recent years largely depends on the strong guidance of national policy,that is,PPP national policy plays an important role in guiding and regulating the development of PPP.At present,the PPP national policy taking the Ministry of Finance of the People's Republic of China and the National Development and Reform Commission as the main policy-making bodies presents obvious "policy hot" phenomenon.The policy environment has become an important factor in the promotion of PPP projects in the context of China.However,in the face of various PPP policies formulated by the government,whether they effectively meet the needs of the PPP market and whether they provide corresponding solutions or measures to the problems in practice from the policy level,which has become a key issue to be solved urgently.Therefore,it is particularly important to conduct in-depth evaluation and analysis of PPP policy.Policy evaluation is not only an important guarantee for the scientific formulation and effective implementation of policy,but also an important link in the process of regulating and controlling PPP market.In view of this,this paper makes an in-depth study and analysis of China's PPP national policy from 2014 to 2018 about the policy tools and policy content,as well as the policy implementation effect.The main contents are as follows:Firstly,this paper makes a quantitative evaluation and analysis of PPP national policy from the perspective of policy tools.As an effective way to achieve the expected goal of PPP national policy,policy tools play an important role in the evaluation and analysis of the policy itself.Based on 260 PPP national policy documents collected from 2014 to 2018,with supply-oriented,environment-oriented and demand-oriented policy tools as the starting point,the sample policy is divided into three dimensions: X dimension of basic policy tools,Y dimension of PPP national policy application project stage and Z dimension of policy objectives.According to the analysis steps of establishing policy analysis framework,this paper defines analysis unit,starts coding and quantifies statistics to conduct text evaluation and analysis.The evaluation results show the overuse of environmental policy tools as well as the less application of supply and demand policy tools.The unbalanced application of policy tools to a certain extent lead to the problem of PPP project difficult to solve reasonably.Secondly,this paper identifies and evaluates the core concerns of PPP national policies based on policy content.The content evaluation of the core concerns of PPP policy can effectively reveal the government's focus in the process of formulation,and provide a basis for the evaluation of the effect of policy implementation.On the basis of dividing the evaluation dimensions of policy tools,this paper identifies the core policy texts of PPP national policies through policy citation analysis and policy browsing from different policy objectives.Natural language processing analysis by ROSTCM6,label cloud by Tagul and social network analysis by Gephi are used to mine the identified core policy texts,and then nine core concerns are extracted by clustering analysis.At the same time,content evaluation is carried out by combining the core concerns and classifying them.Finally,the evaluation and analysis of PPP policy implementation effect is carried out according to the policy implementation.On the one hand,it can effectively test the implementation of policies,on the other hand,it can better guide the further formulation and improvement of policies.This paper mainly uses the idea and principle of Functional Quality Deployment(QFD)to measure whether the policy effectively solves the relevant problems in PPP practice.Firstly,through literature analysis and case analysis,it defines the implementation dilemma encountered in the process of PPP project practice.Secondly,it establishes the Home of Quality(HOQ)model to evaluate the implementation effect of PPP policy dimension and PPP implementation dilemma dimension.The results show that the overall implementation effect of PPP national policy is good,and corresponding reference suggestions are put forward in view of its poor effect.Through the above three aspects of research,this paper achieves the policy formulation and implementation stage of all aspects of policy evaluation research,which will be of great significance for future policy makers to improve the policy system and better realize government responsibility.
