The news communication system between Hong Kong and the Mainland has always been different. The political structure of "one country, two systems" provides a rich space of communication and development for media reports.Based on the framework theory, this paper studies the reports of the two major newspapers in Hong Kong and the Mainland on the 20 th anniversary of Hong Kong's Reunification, and selects the relevant articles from the People's Daily and Hong Kong Wen Wei Po(different from Shanghai Wen Wei Po)in 2017 to do the frame analysis. The study found that the there are mainly following three points of the frame resonance and the bias of the two newspapers.Firstly, under the framework of the topic attribute classification, the similarities between People's Daily and Hong Kong Wen Wei Po are mainly based on the political framework and economic framework. The difference is that The People's Daily has a more political frame. At the same time,Hong Kong's Wen Wei Po attaches more importance to the development framework.Secondly, under the general attribute classification frame, under the frame of general attribute classification, the similarities between People's Daily and Hong Kong Wen Wei Po tend to weaken the framework of social conflicts. The difference is that People's Daily has weakened conflicts while highlighting governance responsibilities, while Hong Kong's Wen Wei Po and the issue framework The identification results are common and still highlight the economic impact.Thirdly, under the framework of emotional attribute classification, the similarities between People's Daily and Hong Kong Wen Wei Po are that the emotional tendencies of each text reporting framework are clearer. The difference is that the People's Daily is mainly based on a positive propaganda framework.Hong Kong Wen Wei Po.Positive and negative balances are presented. The two newspaper frame identification results were successfully verified by source analysis and keyword analysis. After examining the macroscopic framework bias of the two newspapers, this paper explores how the reporting frameworks of the two newspapers are constructed in terms of discourse practice from the two aspects of text structure and discourse rhetoric,in order to form a good analysis of the reporting framework.Representational supplement. The study found that the mainstream media in the Mainland and Hong Kong use a variety of common or different discourse strategies to deal with national development and interact with cross-border media in multiple issues of politics, economy, culture and society. The two newspapers reported on the unified and stable report of the "20th Anniversary of Hong Kong's Reunification" through the framework of the core issues of political and economic development in Cannes;and achieved the "20th anniversary of Hong Kong's return" by highlighting the framework of political and development issues respectively."The debate and balance of multiple discourses. At the same time, the reports of the two newspapers hinted at the theme through the macro rules of different headings, namely, the deletion and organization, and expressed the position;on the other hand, they also adopted the official discourse of the "symbolic elite",on the other hand,Hong Kong Wen Wei Po completed the discourse mechanism of discourse in the specific semantics of main events, behavioral subjects and discourse responses by setting up conflicting behavioral subjects and using a large number of “language identifiers”,and expanded the value of news discourse.Adopt objective rhetoric, symbolic metaphor, story rhetoric and opposite rhetoric to complete the exploration of the breadth and depth of news reporting and interpret the meaning of the text. For the causes of frame resonance and bias, this paper discusses the three aspects of media attributes, communication context and demographic characteristics, and puts forward the shortcomings of this paper, and looks forward to the next research as well.
