The party and the government have always attached great importance to poverty alleviation work.Since the 18 th Congress of the Communist Party of China,the poverty alleviation work has been raised to an unprecedented height,and the requirements of “scientific poverty alleviation and Accurate poverty alleviation” have been put forward.At the 19 th Congress of the Communist Party of China,it was one of the "three major battles" to build a well-off society in an all-round way to win the battle against poverty.The realization of poverty alleviation and poverty alleviation has become a bottom line task and a landmark indicator.Accurate poverty alleviation is not only an important public policy,but also an important political task.Accurate poverty alleviation reflects the essential requirements of socialism and profound connotation of people's livelihood,safeguards the basic living rights and interests of the poor,promotes social equity,and maintains social stability.The Accurate poverty alleviation policy needs us to continue to implement it in depth.At present,the time to achieve the goal of Accurate poverty alleviation policy is getting closer and closer,and the Accurate poverty alleviation work has reached the final stage of “tough issue”.How to summarize the experience and practices in the implementation of the Accurate poverty alleviation policy in the past few years,and timely discover and correct the Policy deviation of precision poverty alleviation has important theoretical and practical value for promoting the ultimate realization of the goal of Accurate poverty alleviation policy.This thesis takes the implementation status of the Accurate poverty alleviation policy in the Z district of S province as the research object,and adopts the relevant theoretical methods such as Public choice theory,Game model theory and Policy process theory,combined with the characteristics of China's policy implementation process and the evaluation index of Accurate poverty alleviation policy.The method of combining Documentary research,Systematic approach,investigation research method and Case study method summarizes and summarizes the implementation status of Accurate poverty alleviation policy in Z district of S province,analyzes and studies the deviation phenomenon of Accurate poverty alleviation policy in this area,and finds the problem.Behind the deep and structural reasons,and propose corresponding evasive strategies.This thesis adopts the Positivism Research Method.As the “first secretary” of the village party branch,the author participated in the implementation process of the Accurate poverty alleviation policy in the Z district in three years.Not only did he accumulate a large amount of documents and real cases,but also wrote for this thesis.Research and interviews have been added,and these rich materials and cases have strongly supported this research.
