Research On The Dilemma And Countermeasures Of The Grass-roots Government In Maintaining Stability

The economy has developed greatly in China since the opening-up and reforming more than 30 years ago.Consequently,the people's living standards have improved remarkably.But with the transformation of China's economic society,especially when it is at the crucial moment,the social structure and patter of interests have gone through a profound adjustment,which means the gap between the rich and the poor is widening further.The conflicts affecting social stability follow immediately.Stability is the major premise of opening-up and development,of which the stability of the basic units plays a vital role in keeping the society running smoothly.So how to handle the conflicts effectively in the course has become an essential job for all different levels of governments.Due to many factors including institutional mechanism,it is rather difficult for the basic-level government to keep their districts free of harmful incidents.The cost is increasing;however,the rates of incidents remain high.Thus,how to break the dilemma and explore new mechanism to improve the situation is the focus of the government.This article mainly deals with the dilemma the basic-level governments are facing in keeping the districts stable and the ways to help them out.It consists of five chapters.The first chapter briefly introduces the background and the meaning of this research,and the theory,results,subjects,ways as well as novelty and shortcomings both at home and abroad.The second chapter is about the relevant concepts and base of theory,clarifying the guidance of the governing theory and new theory of public management.The third chapter will discuss the work of Government C,trying to know the types,features of current conflicts and the major work of the basic-level government.The fourth chapter is to analyse thedifficulty of the basic-level government in keeping the society stable and the reason for it.The trouble mainly lies in masses of conflicts,historical conflicts and conflicts that are difficult to deal with,but there're few grounds for handling them and the work is not effective while the cost is high.There are many reasons for that such as the increasing gap between the rich and the poor,the mismatch of rights and duties of the basic-level governments and so forth.The fifth chapter presents the possible ways to deal with the trouble.Based on further study and my experience in work,this article will explore some ways such as transforming the function of the government,improving the ability of handling conflicts,perfecting the stability maintenance mechanism and advocating legal behavior to achieve a harmonious,orderly society.
