Research On Perfecting Supervision Mechanism Of County People's Congress

As the highest authority in our country,the National People's Congress is endowed with legislative power,decision power,appointment and removal power and supervision power by the Constitution and laws.It occupies an important position in our country's political system.In order to develop the socialist democratic politics with Chinese characteristics and the construction of the rule of law,and improve the construction of the NPC system,the author takes the county-level people's congress,the fourth of the "five-level people's congress",as the main research object,uses the power supervision theory as the theoretical tool,and uses the case study method as the main research method.centering on the theme of improving the supervision mechanism of the people's congress,the author analyzes the reasons from the aspects of the people's congress itself,the supervision object,the supervision method,and the supervision results,and puts forward countermeasures and suggestions accordingly.Taking the National People's Congress of City X(which was approved by the State Council in May 1994 to withdraw counties and set up cities,and is a county-level city under the jurisdiction of Henan Province and hosted by Zhengzhou City)as a specific case,using the actual work content of the National People's Congress of City X as research materials and factual basis,and taking the actual phenomena of weak supervision organization and personnel in the supervision process of the National People's Congress of City X,the closed loop of supervision power of the National People's Congress to be further optimized,the gap between system construction and supervision,and the lack of public media participation in the supervision of the National People's Congress as the main research The reasons are analyzed from the following aspects: weak power at the county level,factors of traditional power structure,restrictions in supervision practice,and tradition of research methods.This paper puts forward some concrete solutions including insisting on the leadership of the party,perfecting the personnel mechanism,perfecting the power operation mechanism,scientific research process,perfecting the research mechanism,and seriously supervising the relationship,so as to perfect the supervision mechanism of the county people's congress.
