In the daily operation of an organization,promotion is the recognition of individual ability and the embodiment of individual value for members of the organization.And for the organization itself,it is the basis for the organization to develop orderly.In the government system,civil servants exercise public functions and powers on behalf of the state and manage various affairs of the country.In the management of civil servants,promotion is one of the most important components of the whole civil service management system.As a special group that undertakes the functions of social administration,the influence of promotion mechanism on civil servants is often more obvious.The promotion system of civil servants is an important link in the management of civil servants.The promotion of civil servants plays a vital role in stimulating the initiative and enthusiasm of civil servants to perform their duties and serve the society.The promotion of civil servants is also sublimated through the evaluation of their personal value to the important impact on the administrative activities of government organizations.Rational and orderly promotion of civil servants can effectively improve the efficiency of government departments and enhance the ability of government services.Therefore,the study of the phenomenon of civil servant promotion has rich theoretical and practical significance.The promotion system of civil servants in our country not only scientifically summarizes the historical experience of our country in the management of cadres and personnel,but also suitably draws on the relevant experience and practices of foreign countries.At present,the laws and regulations on the promotion of civil servants in our country have been relatively perfect,and the civil servants law and the supporting regulations on the promotion of civil servants constitute the normative system of the promotion system of civil servants in our country.It has formed a promotion mechanism with Chinese characteristics,including the concept of civil service promotion,procedural norms,incentive mechanism and supervision mechanism,which provides a more comprehensive and specific guidance for the orderly implementation of the civil service promotion system.In the practice,the implementation of the current civil service promotion system has also achieved good results.To a eertain extent,it provides a strong guarantee for the institutionalization and institutionalization of civil service management in China.However,influenced by the traditional concepts of our society,coupled with the late start of our civil service management system and the relative imperfection of various institutional norms,there are still some problems in the operation of our civil service promotion mechanism.This paper attempts to analyze the mechanism,procedure and existing problems of civil servant promotion through the study of the phenomenon of civil servant promotion in H Bureau of Ningde City where the author is located,and make a deep thinking and Research on the relevant issues.At the same time,combining the experience of relevant regions and departments at home and abroad in the field of civil servant promotion mechanism,this paper puts forward some ideas and measures to further improve the mechanism of civil servant promotion,so that some useful references are provided for the improvement of the promotion mechanism of civil servants.In order to improve the promotion system of civil servants and promote the establishment of a good order for the promotion of civil servants,the following innovations and improvements should be made in the design and implementation of the promotion system of civil servants:Firstly,more in-depth implementation of the concept of fairmess and incentives,so that these basic concepts can serve as guidelines for the formulation of the promotion system and measures for civil servants.Secondly,efforts should be made to improve the promotion system of civil servants.Relevant systems for promotion of civil servants make more detailed rules and regulations to be followed before,during and after the promotion of civil servants.Thirdly,we should strengthen the assessment mechanism,competition mechanism and supervision mechanism for selecting and appointing cadres so that the promotion of civil servants can truly achieve the goal of selecting excellent managerial talents by the state.Finally,we should broaden and smooth the promotion of civil servants scientifically and reasonably.Space and channels to improve and strengthen the three-dimensional management of civil servants promotion.In the process of writing,this paper comprehensively uses the methods of literature research,investigation research,data analysis,comparative research and other analytical research methods,and uses the Maslow's Hierarchy of Needs Theory,Two-Factor Theory,Equity Theory and The New Public Management Theory.In the study of the status quo,problems and causes of promotion of civil servants in Ningde H Bureau,a more comprehensive and systematic elaboration and analysis was made.In drawing lessons from the successful experience and innovative practices of the promotion mechanism of civil servants in some regions and departments at home and abroad,this paper makes a horizontal and vertical comparative study,and puts forward specific ideas and Countermeasures in improving the promotion system of civil servants in H Bureau of Ningde City.It can be said that the research ideas and results of this paper also provide reference samples for further standardizing and improving the promotion mechanism of civil servants at the national level,which has profound practical and theoretical significance.
