Dilemma And Countermeasures For The Reform Of Comprehensive Administrative Law Enforcement In Mount Tai Scenic Area

Comprehensive administrative law enforcement is an effective way to solve the problems between administrative subjects,such as overlapping functions,unclear subject of liability and decentralized functions.Specifically,by adjusting the configuration of administrative power,a new independent administrative subject is assigned to exercise the overlapped or decentralized law enforcement power.Since the reform of comprehensive administrative law enforcement has been implemented in cities across China,the administration in Mount Tai Scenic Area also launched its own reform in 2004.Over more than a decade of hardships in practice and exploration,most of the problems such as duplicate law enforcement,cross functions and inefficiency have been largely solved.These efforts not only greatly improve the whole image of law enforcement in public and provide effective protection for natural,historical and cultural heritage in Mount Tai Scenic Area,but also significantly promote the modernization of the capacity and system of grassroots governance.However,despite many years of exploration,the reform is still confronted with many difficulties caused by the lack of specific guidance for top-level design and a ready-made model for reference.In this context,it is extremely important and urgent to fully understand and implement the principles of the Party Central Committee on the reform of administrative law enforcement system,blaze new trails in a pioneering spirit,dare to explore new frontiers,break through all barriers to reform,and gain experience from comprehensive law enforcement reform in the administration of tourist attractions.Therefore,the present study intends to analyze the difficulties and problems in the reform and propose feasible solutions for promoting the reform of comprehensive administrative law enforcement reform in tourist attractions by summarizing the reform of comprehensive administrative law enforcement in Mount Tai Scenic Area over more than a decade and applying advanced theories of public administration.The significance of launching the reform in tourist attractions is first defined by reviewing a considerable amount of literature and the specific reform process in Mount Tai Scenic Area.The difficulties in the reform of comprehensive administrative law enforcement in Mount Tai Scenic Area are analyzed by means of historical research and field investigation.Finally,by drawing on the experience in other tourist attractions including Huangshan,Southern Sichuan Bamboo Sea,and Slender West Lake,specific countermeasures are proposed to further promote the reform of comprehensive administrative law enforcement in Mount Tai Scenic Area.This paper consists of seven parts.The first part introduces the research background and significance regarding the reform of comprehensive administrative law enforcement in Mount Tai Scenic Area,the research status of comprehensive administrative law enforcement worldwide,and the innovation and shortcomings of the present study,so as to lay a foundation for discussing the reform process of comprehensive administrative law enforcement in Mount Tai Scenic Area.The second part defines the concept of comprehensive administrative law enforcement,and builds a preliminary theoretical framework for the reform of comprehensive administrative law enforcement in Mount Tai Scenic Area based on the theories of new public service,seamless government theory and super-ministry system.The third part describes the reform process of comprehensive administrative law enforcement in Mount Tai Scenic Area through field investigation,and summarizes its achievements in reform.The fourth party summarizes all difficulties and problems in the reform process of comprehensive administrative law enforcement in Mount Tai Scenic Area by virtue of historical review and practical considerations.The fifth part summarizes the achievements and experience in the reform of comprehensive administrative law enforcement in other tourist attractions including Huangshan,Southern Sichuan Bamboo Sea,and Slender West Lake,and provides some useful advice on further promoting the reform of comprehensive administrative law enforcement in Mount Tai Scenic Area.The sixth part proposes the corresponding countermeasures to further promote the reform of comprehensive administrative law enforcement in Mount Tai Scenic Area.At last,all the findings about the reform of comprehensive administrative law enforcement in Mount Tai Scenic Area are summarized to predict possible directions and outcomes for deepening the reform.
