With China's economy entering the "three-phase superposition" economic new normal,ecological and environmental problems such as haze have become increasingly prominent.Winning the battle against pollution is the key to a decisive victory for a moderately prosperous society in all respects."Clear water and green mountains are golden mountains",the key lies in the decoupling of environmental protection and economic development,and make environmental protection and economic development form a benign mechanism of mutual promotion.At present,the regional differences in environmental regulation intensity caused by the phased characteristics of regional economic development leave enough space for polluters to avoid compliance costs through trans-regional transfer,thus reducing the effectiveness of environmental pollution control.If the mode of economic development remains unchanged for a day,and the antagonistic game between environmental protection and economic growth continues for a day,then it is difficult to achieve the win-win goal of economic growth and environmental protection.Therefore,closing cross-regional transfer channels for polluting enterprises and improving green total factor productivity are two-pronged global governance measure to achieve green economic growth.This paper combines the economic logic and political logic caused by China's special fiscal decentralization system and government governance structure,and integrates them into the expanded EKC model to analyze the mechanism of government performance evaluation,environmental regulation and trans-regional transfer of polluting industries.On this basis,the spatial Durbin model was constructed based on the panel data of 285 prefecture-level and above cities in China from 2006 to 2016 for empirical test.Then we use the extension of the principal-agent model analyzes the mechanism of government performance evaluation,environmental regulation and green total factor productivity,calculate and decompose the green total factor productivity of our country.What's more,the GMM estimation method was used to construct a dynamic panel model of government performance evaluation,environmental regulation and green total factor productivity.In this paper,the main research conclusions are:(1)The inter-regional differences in environmental regulations have prompted polluting enterprises to move from high-intensity environmentally regulated areas to low-intensity environmentally regulated areas.The "pollution paradise hypothesis" exactly exists among cities in China.environmental regulation significantly inhibits local industrial pollution emissions,and financial power decentralization exacerbates local industrial pollution emissions,authority power decentralization and performance evaluation have strengthened local environmental governance.(2)Performance evaluation with environmental constraint targets can help reduce the willingness of local governments to accept foreign polluting enterprises,thus inhibiting the pollution paradise effect.Decentralization of fiscal power and administrative power fails to produce significant neutralization effect.Based on the heterogeneity of the included performance evaluation scope,it is found that the local government has no significant effect on the pollution reduction work that is not included in the evaluation scope.(3)Environmental regulation plays a significant role in promoting technological efficiency,technological progress and green total factor productivity.The traditional performance evaluation system inhibits the improvement of green total factor productivity and shows a bias of emphasizing technological efficiency and ignoring technological progress.(4)The green government performance evaluation system is not only conducive to improving technological progress and promoting green total factor productivity,but also indirectly promoting the green total factor productivity by encouraging local governments to strengthen environmental regulations,improve human capital and optimize local infrastructure.(5)Fiscal decentralization has no significant impact on green total factor productivity due to its positive effect on technological efficiency and negative effect on technological efficiency.The interaction between traditional performance evaluation and fiscal decentralization mainly inhibits green total factor productivity by hindering technological progress.To achieve global environmental governance,the central government needs to carry out scientific top-level design,further establish and improve the green performance evaluation system,strengthen inter-regional environmental exchange and cooperation,strengthen the implementation of environmental regulation policies,accelerate technological progress,and promote green total factor productivity.
