Study On The Supply Of Home-Based Elderly Care Services Of Urban Communities In The Smart Community Environment

With the rapid development of the economy and society and the deepening of the aging of the population,the traditional old-age care model cannot adapt to the new needs of old-age care services,the model of "smart community+community home-based elderly care service" hereby emerges.Hence,what are the problems faced by the provision of home care services in urban communities in a smart community environment?How to solve the problems and improve the supply?These issues are the purport of this paper.The whole thesis is composed of six parts:Part ?:Introduction.This part mainly includes the background and significance of the topic,the review of the research status at home and abroad,the definition and explanation of important concepts,the research methods,the framework structure and the intention of innovation.Part ?:The theoretical basis of this research.This part mainly expounds the academic viewpoints supporting the network governance theory,the new public service theory and the welfare pluralism theory.Part ?:The design,implementation and data statistics of the survey on the supply of home-based elderly care services of urban communities in the smart community environment.In this part,firstly,the Qinglong community,Wuhu street,Huangpi district was determined as the survey site.Then to design the questionnaire from six dimensions,namely,the community home care service supply facilities,supply products,supply platform,supply main body,supply talent,supply system,and implement the survey and process with the statistical data;Finally,interview questions are designed from the above six dimensions and the results are investigated and sorted out.Part ?:Problem analysis based on the survey results of the supply of home-based elderly care services of urban communities.Based on the data obtained from the above questionnaire survey and the interview,this part analyzes systematically the six problems existing in the supply of community home-based elderly care services,which are,unitary provider and insufficient participation of social forces incomplete supply facilities and prominent "Silver Digital Divide",outdated supply platform,and insufficient online&offline interaction,scarce product supply which cannot meet the needs of the elderly,short supply of talents and weak professional service ability,an unsound supply system and a weak standard guarantee function.Part ?:Discussion on improvement strategy for the supply of home-based elderly care services of urban communities in the smart community environment.In view of the above-mentioned problems in the supply of home-based elderly care services,this part puts forward strategies for improving supply from six aspects based on the theory of network governance,the theory of new public service and the academic significance of welfare pluralism:(1)develop the main body for the supply of community home-based elderly care service to achieve multi-cooperation and co-governance;(2)improve the supply facilities of community home-based elderly care services and fill in the "Silver Digital Divide";(3)optimize the community home-based elderly care service supply platform,and strengthen the online&offline interaction;(4)enrich the supply of community home-based elderly care service products to meet the needs of home-based elderly people;(5)cultivate talents for the supply of community home-based elderly care services and improve the professional service capacity;(6)improve the supply system of community home-based elderly care services,and strengthen the standard guarantee function.Part ?:Research summary and prospect.While summarizing the characteristics of this research achievement,this part points out the deficiencies of the research and looks forward to overcoming the deficiencies and improving the research.The innovative intention of this paper is mainly reflected in the following three aspects.Firstly,the innovation of research perspective.Through reviewing and sorting out the references,it is found that,at present,there are few references in the domestic academic circle that use the network governance theory,the new public service theory and the welfare pluralism theory comprehensively to study the supply of home-based elderly care services of the urban community in the smart community environment.Since this paper makes efforts in this regard,it is obviously innovative.Secondly,the innovation of research methods.This paper analyzes systematically and deeply the problems existing in the supply of home-based elderly care services of urban communities in the smart community environment with sufficient questionnaire survey data and detailed interview survey data,and combines quantitative research with qualitative detailed description.It is also rare to use this method to study the supply of community home-based elderly care services in the domestic academic community and there are innovative properties.Thirdly,the innovation of strategy suggestion.In view of the problems existing in the supply of home-based elderly care services in smart community environment,this paper puts forward six strategic suggestions,such as " develop the main body for the supply of community home-based elderly care service to achieve multi-cooperation and co-governance ",showing strong novelty and policy consulting value.
