Study On The Evaluation Of Information Literacy Of Rural Community Residents After "Village Withdrawal And Residence Construction''

The No.1 Document of the Central Committee of the Communist Party of China in 2019 puts forward that solving the problems concerning agriculture,rural areas and farmers must be the top priority of the whole Party's work,and that "withdrawing villages and building houses" is an inevitable outcome of urbanization,the only way to push forward the comprehensive rural reform,and the fundamental requirement for balancing the economic and social development of urban and rural areas and earnestly solving the problems concerning agriculture,rural areas and farmers under the new situation.In the process of "withdrawing villages and building houses",the peasants moved into the rural communities,became the residents of the communities,lived relatively centralized,the government can provide better services,and this process is conducive to the transfer of land and the construction of agricultural modernization informatization.The evaluation study on the Information Literacy of the rural community residents after the withdrawal of village and residence can reflect whether the rural community residents really integrate into the community life.By comparing the information literacy of the rural community residents after the withdrawal of village and residence with that of the rural residents and the urban community residents,the information literacy of the rural community residents after the withdrawal of village and residence is found.In the Information Society,the information differentiation is already the important factor which affects the coordinated development of the urban and rural areas,seeks the reason which the rural community and the urban community residents have the information differentiation after "the village withdrawal builds the residence",unifies the literature research,the field investigation and the quantitative analysis to take the effective measure to eliminate the countryside community and the urban community information differentiation phenomenon after "the village withdrawal builds the residence".The evaluation of the information literacy of the rural community residents after the withdrawal of village and residence can provide reference for the community formed after the withdrawal of village and residence.The focus on the information literacy of the rural community residents after the "withdrawal of village and construction of residence" is of great significance to the improvement of the rural community information service.The improvement of ruralcommunity residents' information literacy is beneficial to the construction of new-type rural community.After the withdrawal of rural community residents,as the main contractors of land transfer,their information literacy plays a vital role in the agricultural informationization and is the main force of rural revitalization.The rural community residents in the process of the withdrawal of rural community residents have more employment demands and better living conditions,which makes information acquisition and skills more important for them.It is very important to make the rural community residents master the information technology and serve the agricultural development better,which is very important to eliminate the information gap between urban and rural areas.In this paper,420 questionnaires were distributed to investigate the information literacy of the rural community residents after the withdrawal of village construction,including the cognition of information value,the recognition of information acquisition,the application of information understanding,the exchange of information and the awareness of information security,in addition to the residents' living community,age,educational background and income level.According to the data obtained from the questionnaire,this paper uses the method of AHP and entropy weight to measure the information literacy level of the residents in different communities,makes a comparative analysis,and uses the method of hierarchical clustering to further refine the comparative analysis to evaluate the information literacy of the residents in rural communities after the "withdrawal of villages and construction of residence" in Zaozhuang Zaozhuang.The education level of the residents in the rural community is lower than that of the residents in the urban community,the average age is higher than that of the residents in the urban community,the income is lower than that of the residents in the urban community,the awareness of information is initially aroused but the use of information is less,the way of obtaining information is simple,the awareness of information security is not strong enough,and the ability of information discrimination needs to be improved.There is a certain gap between the information infrastructure of the rural communities in Zaozhuang and that of the Urban Communities,and the information service is insufficient.The reasons for the above phenomena are,firstly,the government's investment is not enough,the safeguard measures are not enough and the information infrastructure is not perfect;secondly,the education and training of information skills can not keep up with each other;thirdly,the low income of theresidents in the rural communities after the withdrawal of the villages and the construction of the houses has limited their consumption level of information resources and technology;finally,the residents in the rural communities after the withdrawal of the villages and the construction of the houses have a low level of culture and a weak awareness of information security and discrimination.Based on the experience and practice of improving the information literacy of rural community residents at home and abroad,this paper puts forward the following suggestions for improving the information literacy of rural community residents after the "withdrawal of village and construction of residence" : First,we should further improve the construction of information infrastructure of rural community after the "withdrawal of village and construction of residence" and raise the level of information construction;second,we should provide the information service and education system of rural community after the "withdrawal of village and construction of residence";third,we should rationally distribute enterprises to provide employment opportunities and increase the income of the residents after the "withdrawal of village and construction of residence";fourth,we should strengthen education and enhance the awareness of information security and the ability of information discrimination of the residents after the "withdrawal of village and construction of residence".
