Research On Budget Supervision Of Local People's Congress Under The New Budget Law

Budget is a kind of financial bill which is approved by the state authority and regulates the government's revenue and expenditure.It is an important means of social resources allocation.It is an important function and power granted by the constitution and the law and an important means by which the people participate in the deliberation and administration of state affairs and participate in oversight of government activities.The improvement of the NPC's budget supervision ability can effectively resolve the inefficient and wasteful use of government funds,avoid potential corruption risks to the greatest extent,and continuously improve the level of democratization and rule of law in government decision-making.Therefore,it is of great theoretical and practical significance to the modernization of national governance to conduct in-depth research on the budget supervision of local people's congresses,discover problems and put forward solutions.This paper takes the budget supervision of people's congress of pingdingshan city after the implementation of the new budget law as a concrete example to discuss how to improve the budget supervision ability of local people's congress from this micro level.The present situation of budget supervision of local people's congresses was clearly understood by introducing the establishment of budget supervision special agencies of people's congresses of pingdingshan,division of responsibilities,approval procedures and contents of the whole process.According to the field visits and the analysis of relevant data,it is found that there are still some problems in the budget supervision of local people's congresses,such as insufficient capacity building,incomplete supporting laws and regulations,imperfect current budget and final accounts supervision system,and lax budget supervision of local people's congresses.Aiming at these problems,this paper combined with the public choice theory and principal-agent theory and other basic theory,the problems and deficiencies in the budget supervision of local people's congresses in China were studied and discussed comprehensively by using literature research method,comparative analysis method and qualitative analysis method,and fully draw lessons from the United States and Germany's authorities budget monitoring at home and abroad advanced experience,proposed in the system of local budget supervision of National People's Congress of feasible Suggestions,including strengthening the place National People's Congress' s own budget supervision,capacity building,improve the compatibility rules and regulations,optimize the related process of budget supervision,strict budget execution supervision and to strengthen the audit supervision of final accounts,etc.These rationalization proposals will provide some effective references for the next step of budget supervision and reform of local people's congresses.
