Research On The Government Regulation Of Xi'an City Homestay Development

With the improvement of people's living standard and the development of tourism economy,people are demanding higher and higher quality of tourism life during their travel.Under this background,the new tourist accommodation product of "small but beautiful,special but worrying" has emerged and expanded rapidly,and has achieved rapid development under the tide of shared economy.In urban tourism,residential accommodation is usually popular because of its characteristics,economy,convenience,warmth and other advantages.On the one hand,it meets the needs of tourism consumers for accommodation;on the other hand,it greatly improves the utilization rate of idle houses in the city.However,with the rapid development of urban residential accommodation,the lack of government and industry supervision has caused chaos in the market,which not only affects the living experience of tourism consumers,but also hinders the healthy development of urban residential accommodation and even affects the social stability.Therefore,it is necessary for the government and relevant departments to strengthen the management and supervision of urban residential accommodation.This paper takes the problem of government regulation of residential accommodation in Xi 'an city as the research object,with the aid of government regulation theory,it establishes the analysis framework of the article from three aspects of regulation thinking,regulation participants and regulation means,and analyzes the current situation of government regulation in Xi 'an city from two aspects of "supply status" of government regulation and "demand status" of market development on government regulation.Through the analysis of demand side(i.e.social environment,consumers and enterprises' demands)and supply side(regulatory subject,regulatory content and regulatory form),the problems existing in the regulation of Xi 'an city residential quarters government are concluded,including the lag of regulatory ideas and concepts.Path dependence problem;Decentralized management objectives;Information asymmetry;The policies and regulations are not perfect;There are gaps in supervision,etc.At the same time,with the problem of government regulation of residential care in Xi 'an city,the government management and regulation of residential care in other cities and regions at home and abroad are studied,and its advanced experience is used for reference to solve the problems in the development of residential care in Xi 'an city and government regulation.Therefore,this paper believes that Xi 'an city needs to innovate the thinking of government regulation,clarify the goal of government regulation of urban residential accommodation,and change the concept of regulation.Mobilize the enthusiasm of regulatory participants,strengthen the guiding role of the government,give full play to the self-discipline role of trade associations,and broaden the channels for consumers to express their demands;We will improve regulatory measures,strengthen institutional construction,adopt incentive regulations,and use Internet and big data technologies to create an effective network regulatory platform.
