Study On The Construction Of Talent Team Of Rural Grass-roots Organizations In Shangdu County

With the construction of a new socialist countryside,the party and the people have put forward new and higher requirements for the construction of the talent team of the rural grass-roots party organizations.The talents of the rural grass-roots organizations are the core force for implementing the principles and policies of the party and the central committee,promoting rural reform and development.and leading the peasants to achieve common prosperity,which can fully reflect the party's governing ability at the grass-roots level.Taking shangdu county as an example,this paper makes a basic research on the current situation,existing problems and countermeasures of talent team construction in rural grass-roots organizations.Rural vitalization strategy is a strategic measure to solve the major social contradictions in China.Since the 19th national congress of the communist party of China(CPC)was held,the principal contradiction in China's society has been the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life.At present,the biggest imbalance is between urban and rural development and within rural areas,and the biggest deficiency is the inadequate development of agriculture,rural areas and farmers.Faced with the backward development of agricultural modernization,new rural construction is not sufficient,the overall quality of farmers is too strict and low.Therefore,in order to better solve this new social principal contradiction,it is necessary to strengthen the construction of rural grassroots organization talent team.Rural grass-roots organizations are the main body of management in rural society,and the talent team,as the front-line personnel of rural grass-roots organizations in rural work,plays a key role in the actual operation of rural work.In view of the above problems,this paper puts forward that we must strengthen the construction of the talent team in the rural grass-roots organizations,so as to stimulate the vitality of the rural society,strengthen the awareness of the talent in agriculture,and mobilize the enthusiasm of farmers.In this paper,there are five parts in the study of talent construction of rural grass-roots organizations in shangdu county.Firstly,the introduction makes a comprehensive analysis and discussion on the research background,purpose and significance,the research status at home and abroad as well as the research contents and methods of this paper.Then,it defines the concepts of rural grass-roots organizations,rural cadres and talent construction of rural grassroots organizations,and elaborates the theoretical basis of human capital,new public services and talent development used in this paper.The third part systematically sorts out and analyzes the current situation of talent team construction of rural grass-roots organizations in shangdu county from the two aspects of measures taken and achievements achieved.The fourth part analyzes the problems and causes in the construction of rural cadre team in shangdu county.In view of the outstanding problems in the construction of rural cadre team in shangdu county,such as the structure of rural cadre team to be optimized and the unreasonable cadre selection mechanism,the author analyzes and puts forward various reasons.The last part is based on the rural development of shangdu county and the current situation of rural grassroots organization talent team construction,as well as the existing problems,put forward the effective countermeasures of rural grassroots organization talent team construction.
