Trade union is a mass organization of the working class led by the Communist Party Of China and a significant social pillar supporting the state regime.As the bridge and bond that most directly connects the Party and the mass working class,trade unions at the grass-root level shoulder the heaviest responsibilities in serving workers in an even wider scope.However,under the existing system,as grass-root trade unions have only a small staff quota on the government payroll while most work part-time,it is difficult for them to expand their coverage,safeguard the rights and interests of the workers and coagulate synergies for development.Therefore,to build up full-time teams of trade union staff for social work and to enrich the force of the grass-root trade unions is not only the realistic requirement for trade unions to progress in the new era,but also an inevitable choice to implement in-depth the people-oriented development concept;moreover,such a practice is also of crucial theoretical and practical significance for breaking off the yokes that have shackled the development of trade unions.This paper selects Haidian District,Beijing as the object for research,and has conducted sufficient studies on full-time trade union staff both in China and abroad as well as in-depth analysis on the current status of full-time trade union staff for social work by surveying 492 participants sampled from different social groups including carders working at township,residential areas or functional departments under the District,entrepreneurs and first-tier staff,as well as 100 full-time trade union staff for social work via questionnaire surveys,interviews and data analysis.Based on these work,problems for full-time trade union staff for social work are discovered such as unscientific performance assessment and management,inadequate functioning,lack in capacity and enthusiasm.Then this paper puts forward five suggestions,i.e.strengthening ideological building,clarifying responsibilities,improving incentive mechanisms,strengthening staff training and smoothing promotion channels.In this way,this paper hopes to serve as a reference for improving the team building of full-time trade union staff for social work.
