Responding To Public Or Performing Tasks?analysis On The Adaptive Responsiveness Mode Of Local Government In China

With the growing needs of the people for a better life,the people put forward higher demands for the government.The construction of service-oriented government also requires local governments to respond in time from top to bottom,so how local governments respond becomes more and more important.What kind of response model will the local government adopt so that it can better cope with the pressure of all parties? Under what conditions will the local government adopt a specific response mode and what is the logic behind it? Most researches on government response focus on the personnel and efficiency of government response in different policy areas,less attention to the specific mode adopted by the government in actual response,and rarely study the change of government response mode at different stages in the same policy.Focusing on the local government's response mode and its changes in the same policy process,this study proposes a framework of the local government's adaptive response mode under the dual factors of the degree to the completion of policy objectives and the level of public appeal.This study takes the government response mode in the process of Hangzhou's online car-hailing management as an example,and analyzes the dynamic changes in the goals of higher-level policies and the demands of the public under the influence of different events in the process of Hangzhou's online car-hailing management policy.Local governments have adopted four types of response modes: supervision,compulsory,service,and guidance.The study found that in the government 's response to the same policy,higher-level policy pressure is the primary source,and the people have sought to have an impact through the outbreak of public opinion or the combined effect of policy objectives.Local governments are moving forward with a adaptive response to the dual factors.This study expands the theory of local government response,and will provide a good policy response mode for other public policies involving a wide range of influence.
